Mr. Wally Anderson was present representing Good Value Homes, Inc. <br /> <br />The Commission proceeded to review the City Engineer's report dated May 29, 1990. <br />Commissioner Deemer referred to Item #1 and directed City Staff to verify whether 15,000 <br />or 10,000 square feet are required for waterfront lots in a shoreland zone. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Bawden to accept the <br />sketch plan for Chestnut Pond Addition as per the City Engineer's review dated May 29, <br />1990, with Item #1 of that review regarding shoreland requirements being verified. <br /> <br />Motion carded. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue, <br />Bawden, Deemer, Thorud and Terry. Voting No: None. <br /> <br />Case #3: Request For Preliminary Plat Approval For Cedar Hills <br /> Addition; Case of Cedar Hills Associates: <br /> <br />Chairman Zimmerman noted that the reduced versions of plats provided in meeting agendas <br />are difficult to read and requested that developers provide Staff with a sufficient number of <br />full-size layouts so that each commissioner may receive a copy with their agendas. <br /> <br />Upon inquiry, Mark Banwart noted that the plat would be phased in accordance with the <br />plans for installation of utilities. <br /> <br />Chairman Zimmerman noted receipt of a petition from residents of Hunter's Hill requesting <br />that 144th Lane in Cedar Hills be constructed as a cul-de-sac rather than a through street. <br /> <br />Wally Anderson was present representing Cedar Hills Associates and stated that the <br />original plat designated 144th Lane as a through street; in response to the concerns of <br />residents of Hunter's Hill, the developers offered to change 144th to a cul-de-sac but City <br />Council directed that 144th should remain platted as a through street for safety reasons. <br /> <br />Chairman Zimmerman stated that in his opinion the difference in density between Hunter's <br />Hill and Cedar Hills is sufficient reason to not plat 144th Lane as a through street. <br /> <br />Commissioner LaDue recalled Council's direction that in lieu of retaining 144th Lane as a <br />through street, the developers should provide another major access from Cedar Hills to <br />either Sunfish Lake Blvd. or Industry Avenue, and that is being accomplished with the <br />proposed plat of Chestnut Pond Addition. <br /> <br />Sharon Dahlgren - 6327 143rd Lane - Inquired if it would be possible to install break-away <br />pylons at the entrance to Hunter's Hill on 144th Lane to discourage through traffic but <br />provide for access by emergency vehicles. <br /> <br />Commissioner LaDue stated that in addition to safety reasons, a through street at 144th <br />Lane may be necessary for school bus route purposes. <br /> <br />Motion by Chairman Zimmerman and seconded by Commissioner Deemer to recommend <br />that because of the density differences between Hunter's Hill and Cedar Hills, City Council <br />allow 144th Lane in Cedar Hills to be constructed as a cul-de-sac versus a through street <br /> <br />Planning & Zoning Commission/June 5, 1990 <br /> Page 5 of 9 <br /> <br /> <br />
