Mr. Peck stated that this point of concern will be resolved with the City Attorney <br />before the minor subdivision proceeds to City Council for final approval. <br /> <br />Mr. Peck noted that the homeowners are not exactly sure how they want vehicle access to Outlot A <br />to be provided for, so that issue will have to be resolved at the time of future platting. <br /> <br />Mr. Peck stated that another issue North Fork, Inc. would like to discuss with the City is the <br />possibility of making some trail improvements on the site as credit for any future cash park <br />dedication due in accordance with the City's park dedication ordinance. <br /> <br />Chairman Zimmerman suggested that one way to alleviate the city's concern that the intended use <br />of the outlots is for trail purposes would be to label them as park rather than outlots. <br /> <br />Commissioner Deemer suggested that the outlots that are to be deeded back to the Homeowners <br />Association should be labeled "P.U.D. Open Space" so there is no confusion as to their intended <br />use. <br /> <br />Motion by Commissioner Thorud and seconded by Commissioner Deemer to approve the sketch <br />plan for North Fork Trail Addition contingent upon the Planning and Zoning Commission's <br />reviewing the sketch plan again along with designation and related agreements agreed to by North <br />Fork, Inc. and the City of Ramsey before going to City Council for final plat approval. <br /> <br />Motion carded. Chapman, consulting engineer for Schwartzman Brothers and Faye Construction Company <br />was present requesting sketch plan review of Faye Addition. Mr. Chapman proceeded to give a <br />presentation of the proposed plat which consists of approximately 103 acres proposed to be <br />developed with 76 single-family dwelling units, 68 multi-family dwelling units and 41 acres of <br />commercial property. Mr. Chapman noted that there are two items yet to be resolved with the City <br />Engineer: computation of park dedication requirements due and minimum lot size. <br /> <br />Commissioner Deemer suggested that the two outlots platted adjacent to the river become park <br />property. <br /> <br />Mr. Chapman replied that he has talked with Merland Otto and understands that the City is in need <br />of high ground on which ballfields could be developed. Mr. Chapman noted that the sketch plan is <br />going before the Park and Recreation Commission on August 8, 1990. <br /> <br />Commissioner Deemer noted that the street alignment has to provide access to the adjacent Kelly <br />Parcel as platting cannot landlock adjacent property. <br />Mr. Chapman replied that access to the Kelly property will be addressed at the preliminary plat <br />stage. <br /> <br />Commissioner Deemer suggested that the sketch plan be revised to have single-family residential <br />adjacent to the single-family residential development to the East (Riverside West Addition). <br />Commissioner Deemer noted that the sketch plan will have to be reviewed by the State because the <br /> <br />Planning and Zoning Commission / August 7, 1990 <br /> Page 5 of 9 <br /> <br /> <br />
