Absent: Commissioners Terry and Hendriksen. <br /> <br />Case #2; <br /> <br />Request for sketch plan review of Northfork Park Addition; case of North Fork, <br />Inc, <br /> <br />Mr. Dennis Peck was requesting sketch plan approval of a minor subdivision for Northfork Park <br />Addition which consists of a replat of two lots from Northfork 2nd Addition. The plat will consist <br />of a replat of a former residential lot approximately two acres in size and an outlot to be used for <br />recreational activities and deeded to the Homeowners Association. Mr. Peck noted that the minor <br />subdivision is reducing the overall density in Northfork P.U.D. by one lot and therefore no park <br />dedication would be due. Mr. Peck stated that although the outlot will be designated as such, it is <br />very probable that it will be developed with recreational type structures and he would like some <br />suggestions from the commissions as to ways to guarantee that those options will remain valid. <br /> <br />Commissioner Deemer expressed concern that the Homeowners Association would alter the <br />intended use of the outlot in the future. Mr. Peck replied that the documents of record would be a <br />continuing restraint on the intended use of the outlot. <br /> <br />The Commission proceeded to review the City Engineer's report dated July 31, 1990. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Thorud to approve the sketch <br />plan for Northfork Park Addition and recommend that City Council grant final approval of the <br />minor subdivision contingent upon compliance with items contained in the City Engineer's letter <br />dated July 31, 1990 and upon the Developers and the City coming to an agreement regarding an <br />appropriate covenant guaranteeing that Outlot A will remain for park purposes for perpetuity. <br /> <br />Motion carded. Absent: Commissioners Terry and Hendriksen. <br /> <br />Case #3: <br /> <br />Request for sketch plan review of Northfork Trail Addition; case of North Fork, <br />Inc, <br /> <br />Mr. Dennis Peck stated that the minor subdivision of Northfork Trail Addition is a fulfillment of <br />North Fork, Inc.'s commitment to convey to the homeowners and the City of Ramsey at least 80 <br />acres in the Northeast quadrant of the property for park and trail. Mr. Peck stated that Outlots B, <br />D, and E will be deeded to the City to complete the public trail corridor and Outlots A, C, F and G <br />shall be deeded to the Northfork Homeowners Association as permanent open space. Outlot A <br />consists of an upland meadow on which the residents plan to construct softball fields and other <br />amenities. Again, the Homeowners Association is looking for assurance from the City that <br />designation of Outlot A would not prohibit the construction of some recreational structures on the <br />subject property. It is also anticipated that the Homeowners Association will desire vehicle access <br />to Outlot A for construction and maintenance equipment and parking facilities. In addition, the <br />Homeowners Association is looking for assurance that when the City develops the trail corridor on <br />that section of property designated as Outlot D, that care will be given to minimize tree removal in <br />that area.
