Good <br />sod was removed and there is nothing in its place now. <br />Mayor Ramsey indicated staff will take action and get the properties repaired. <br />Johnny Eward, 5414 - 151st Avenue NW, commented the speed limit is too high in the area. <br />There are kids on rollerblades, people walking and the cars go too fast. <br />City Attorney Goodrich advised if the speed limit is not posted, it is 30 mph. This is a State <br />Statute. <br />Mayor Ramsey explained in order to change the speed limit, a speed study and traffic study must <br />be conducted. There must be a formal request to begin this process. <br />Motion by Councilmember Wise, seconded by Councilmember Tossey to close the public <br />hearing. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Wise, Tossey, Backous, Elvig, <br />Jeffrey, and McGlone. Voting No: None. <br />The public hearing was closed at 8:35 p.m. <br />Council Business <br />Mayor Ramsey called the regular City Council meeting back to order at 8:35 p.m. <br />Councilmember Strommen stated she is getting a general impression people are unhappy with <br />the work that has been done. <br />Public Works Director Olson explained this work was done before the new topsoil specification <br />was put into effect. <br />City Engineer Himmer noted the Dysprosium Street projects were done after the new topsoil <br />specifications were put into effect. <br />Motion by Councilmember Elvig, seconded by Councilmember Backous, to adopt Resolution <br /># 11-10-193 levying assessments for Improvement Projects #08-34; Bituminous Paving of 151 st <br />and 152nd Avenues, and Fluorine Street. <br />Motion carried.
