Motion by Commissioner Deemer and seconded by Commissioner Terry to amend Item #41 of the <br />proposed Findings of Fact to indicate that the proposed use will not be a substantial improvement <br />to property in the vicinity and the community as a whole. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, <br />Hendriksen, LaDue, Terry and Thorud. Voting No: None. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Bawden to amend Item #42 of <br />the proposed Findings of Fact to indicate that the proposed use will be served adequately by <br />essential public facilities. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, <br />Hendriksen, LaDue, Terry and Thorud. Voting No: None. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Bawden to amend Item #43 of <br />the proposed Findings of Fact to indicate that the proposed use will not create excessive additional <br />requirements at public cost for public facilities. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, <br />Hendriksen, LaDue, Terry and Thorud. Voting No: None. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to amend Item #44 <br />of the proposed Findings of Fact to indicate that the proposed use will not be detrimental to the <br />economic welfare of the community. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, <br />Hendriksen, LaDue, Terry and Thorud. Voting No: None. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Deemer to amend Item #45 <br />of the proposed Findings of Fact to indicate that the proposed use will involve uses, activities, etc. <br />that will be detrimental to any persons, property or the general welfare by reason of excessive <br />production of traffic, noise, smoke, fumes, glare or odors. <br /> <br />Motion failed. Voting Yes: Commissioners Hendriksen, Terry and Thorud. Voting No: <br />Chairman Zimmerman, Commissioners LaDue, Bawden and Deemer. <br /> <br />Commissioner LaDue inquired if odors will be generated in spite of proper operation. Mr. Miller <br />stated that odors occur when windrows of compost materials are turned. However, the degree of <br />odor should be minimal if the site is properly operated. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to amend Item #45 of the <br />proposed Findings of Fact to indicate that the proposed use will not involve uses and activities that <br />will be detrimental to any persons or property by reason of excessive production of traffic, noise, <br />smoke or glare. <br /> <br />Motion carded. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, <br />Hendriksen, LaDue, Terry and Thorud.
