Further discussion. Commissioner Terry indicated that the residents of Hunters Hill have let it be <br />known that they would not enjoy a composting facility being located in their area. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer, Hendriksen, <br />LaDue, Terry and Thom& Voting No: Commissioner Bawden. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Bawden that Item #38 of the <br />proposed Findings of Fact should indicate that the proposed use will be harmonious with and in <br />accordance with the objectives of the Comprehensive Plan. <br /> <br />Further discussion. Commissioner Thorud stated that he believes the proposed use is not <br />harmonious with the Comprehensive Plan because the subject area was designed to be landfill <br />buffer area. Edward Morsefelder, attorney for WMMI was present and stated that Council's <br />Resolution 90-02-48 represents City Council opinion regarding opposition to locating landfill <br />related activities in the buffer area of site "P". The City's Comprehensive Plan is a result of zoning <br />and for the City to preclude use of the site "P" buffer area as a compost facility would require a <br />zoning change. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, LaDue <br />and Terry. Voting No: Commissioners Hendriksen and Thorud. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue that Item #39 of the <br />proposed Findings of Fact indicate that the proposed use will be designed to be harmonious in <br />appearance with the existing and intended character of the general vicinity. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, LaDue, <br />and Thorud. Voting No: Commissioners Terry and Hendriksen. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Terry that Item #40 of the <br />proposed Findings of Fact indicate that the proposed use will be hazardous to existing and future <br />neighboring uses. <br /> <br />Motion failed. Voting Yes: Commissioners Hendriksen, Terry and Thorud. Voting No: <br />Chairman Zimmerman, Commissioners LaDue, Bawden and Deemer. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Terry to amend Item #40 of <br />the proposed Findings of Fact to indicate that the proposed use will be disturbing to existing or <br />future neighboring uses. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, <br />Hendriksen, LaDue, Terry and Thorud. Voting No: None. <br /> <br />Motion by Commissioner Bawden and seconded by Commissioner LaDue to add a new item to the <br />proposed Findings of Fact to indicate that the proposed use will not be hazardous to existing or <br />future neighboring uses. <br /> <br />Further discussion. Commissioner Hendriksen stated that the proposed use will attact birds like <br />any other landfill use and this creates a hazard with respect to airport operations. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, LaDue, <br />Terry and Thorud.
