APPROVAL OF PLANNING AND ZONING COMMISSION MEETING <br />MINUTES: <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Thorud to approve the Planning <br />and Zoning Commission public hearing and regular meeting minutes dated August 7, 1990. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, LaDue, <br />Terry and Thorud. Voting No: None. Abstained: Commissioner Hendriksen. <br /> <br />NOTE CITY COUNCIL MEETING MINUTES <br /> <br />The Planning and Zoning Commission noted the following: <br /> <br />City Council public hearing and regular meeting minutes dated July 10, 1990. <br />City Council public hearing and regular meeting minutes dated July 24, 1990. <br />City Council public hearing and special meeting minutes dated July 31, 1990. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />Request for a conditional use permit to construct and operate a <br />manufacturing/retail facility in the B-1 Business District; case of C <br />&L Canvas Crafts, Stephen J. Franta. <br /> <br />Mr. Stephen Franta of C & L Canvas Crafts was present requesting a conditional use permit to <br />manufacture and retail canvas boat covers and portable fishhouses in Alpaca Estates on a lot that is <br />zoned B-1 Business. The Planning and Zoning Commission proceeded to review the proposed <br />Findings of Fact. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Thomd to add Item #19 to the <br />proposed Findings of Fact to indicate that Mr. Stephen Franta is currently manufacturing boat <br />covers and portable fishhouses less than two miles away on property zoned Rural Business. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, <br />Hendriksen, LaDue, Terry and Thorud. Voting No: None. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to recommend that <br />City Council adopt the proposed Findings of Fact as amended relating to Mr. Stephen Franta's <br />request for a conditional use permit. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, <br />Hendriksen, LaDue, Terry and Thorud. Voting No: None. <br /> <br />A discussion ensued regarding Mr. Franta's ability under B-1 zoning to display merchandise for <br />sale outside of the facility. That discussion led to Mr. Franta's need for exterior storage of raw <br />materials used in his manufacturing operation. <br /> <br />The Commission proceeded to review the proposed conditional use permit. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Deemer to amend Item #2 <br />of the proposed conditional use permit to indicate that exterior storage of raw materials and <br />inventory will be consistent with the approved site plan for the construction of the facility. <br /> <br />Planning and Zoning Commission/September 4, 1990 <br /> Page 3 of 14 <br /> <br /> <br />
