Voting No: None. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Bawden to recommend that <br />City Council approve Mr. Stephen Franta's request for a conditional use permit to manufacture <br />boat covers and portable fishhouses in the B-1 Business District. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, <br />Hendriksen, LaDue, Terry and Thorud. Voting No: None. <br /> <br />Case #2: <br /> <br />Request for site plan approval; case of C & L Canvas Crafts, Stephen <br />J. Franta. <br /> <br />Mr. Stephen Franta was present requesting site plan approval to construct a 3,472 square foot <br />manufacturing/retail facility on Lot 2, Block 3, Alpaca Estates. The Planning and Zoning <br />Commission proceeded to review the City Engineer's report dated August 28, 1990. Mr. Franta <br />referred to Item #6 of the City Engineer's report regarding loading docks and stated that what is <br />being referred to as loading docks is actually overhead doors to accommodate higher than normal <br />vehicles. Commissioner Deemer noted that as stated in the City Engineer's report, the City would <br />normally require loading docks at the rear of the facility. However, the proposed location for C & <br />L Canvas Crafts is a double frontage property and if the loading docks were to be placed at the rear <br />of the facility, they would be adjacent to Highway #10 and that is not a desirable layout. The <br />Commission requested that City Engineer Steven Jankowski follow up to be sure that the lighting <br />installed at the facility is of a non-glare type. A discussion ensued regarding proper screening of <br />exterior storage of raw materials and inventory used in the manufacturing operations. Mr. Franta <br />noted that his site plan includes a redwood fenced area for his refuse container and he would be <br />willing to enlarge that area to accommodate his exterior storage needs. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to amend the <br />proposed conditional use permit to indicate that the area proposed for containment of Mr. Franta's <br />refuse will be constructed large enough to accommodate the exterior storage of materials and <br />inventory. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, <br />Hendriksen, LaDue, Terry and Thorud. Voting No: None. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to recommend that City <br />Council approve Mr. Stephen Franta's request for site plan approval to construct a manufacturing/ <br />retail facility for C & L Canvas Crafts on Lot 2, Block 3, Alpaca Estates. Further, that the site plan <br />be approved with loading areas located on the East side of the facility and that the refuse container <br />area be expanded to provide the necessary screening of exterior storage. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, <br />Hendriksen, LaDue, Terry and Thorud. Voting No: None. <br /> <br />Case #3: Request for site plan approval; case of Mate Punch and Die; Nils <br /> Sundquist. <br /> <br />Representatives of Mate Punch and Die and Adolphson and Peterson were present requesting site <br />plan approval to construct a 46,000 square foot expansion to the existing Mate Punch and Die <br />facility located at 6400 Industry Avenue. Mr. Michael Kranz of Adolphson & Peterson referred to <br />Item #4 of the City Engineer's report dated August 30, 1990 regarding the proposed building <br />elevation.
