grade of Sunfish Lake Blvd. The expansion of the existing facility will be towards the South and <br />the floor elevation which will match the elevation of the existing facility will match the grade of <br />Sunfish Lake Blvd. as it runs South. Mr. Kranz then referred to Item g9 of the City Engineer's <br />report and stated that Mate Punch and Die will provide landscaping along Industry Avenue adjacent <br />to the parking lot if Mate Punch and Die is successful in obtaining additional property. Mr. <br />Michael Kranz gave verbal responses to Items 13a through 13e on the City Engineer's report <br />regarding water usage, location of refuse containers, location of lighting, use of adjacent parcels <br />and locations of signs and noted that these items will be reflected on the site plan. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Bawden to recommend that <br />City Council approve the site plan for Mate Punch and Die contingent upon compliance with items <br />contained in the City Engineer's review letter dated August 30, 1990 with the following <br />exceptions: <br /> <br />Building elevation will be permitted as proposed on the site plan. <br />Exterior lighting will be of a non-glare type. <br />An automatic sprinkler system will be installed within the existing facility and within the <br />expansion. <br /> <br />Further discussion. Commissioner Deemer explained that the intent of requiring building <br />elevations to be 18 inches higher than road grade is to prevent buildings being flooded by road run- <br />off. However, in the case of Mate Punch and Die, the subject property drains to the Southwest <br />corner, which is probably eight feet lower than the building elevation and the possibility of <br />flooding would be minimal. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, <br />Hendriksen, LaDue, Terry and Thorud. Voting No: None. <br /> <br />Case #4: Request for sketch plan review of Northfork Trail Addition; case of <br /> North Fork, Inc. <br /> <br />Mr. Dennis Peck of North Fork, Inc. was present requesting sketch plan approval of Northfork <br />Trail Addition. Mr. Peck stated that per the Planning and Zoning Commission's recommendation <br />on August 7, 1990, he did meet with City Staff to resolve issues of concern regarding Northfork <br />Trail Addition. As a result of that meeting, several changes have been made to the Northfork Trail <br />Addition that was presented on August 7, 1990. Those changes include: <br /> <br />2. <br /> <br />3. <br /> <br />4. <br /> <br />All trail area was relabeled from outlots to park. <br />The four outlots remaining in addition to the trail area were relabeled as A, B, C, and D and <br />will be conveyed to the homeowners association. <br />The development agreement will be drafted to indicate that the construction of recreational <br />buildings on Outlot A will be allowed. <br />Northfork Trail Addition will include the replatting of Outlots A and B of Northfork 3rd <br />Addition to provide vehicular access to Outlot A in Northfork Trail Addition and an <br />additional 70 feet of will be dedicated to complete the trail in that area. Subsequently, there <br />will be vehicle access to Outlot A without intruding on the trail system. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to recommend that <br />City Council grant final plat approval to Northfork Trail Addition as presented to the Planning and <br />Zoning Commission with the Development Agreement drafted to allow the homeowners <br />association the ability to construct buildings and facilities on Outlot A consistent with other <br />homeowner associations buildings and facilities in the State of Minnesota. <br /> <br />Planning and Zoning Commission/September 4, 1990 <br /> Page 5 of 14 <br /> <br /> <br />
