Further Discussion: Commissioner Hendriksen noted that providing vehicle access to Outlot A <br />shifts that portion of the trail system to the East and inquired if that shift includes any significant <br />topography change. Mr. Otto replied that the proposed trail alignment to the East contains no <br />significant topographical change. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, <br />Hendriksen, LaDue, Terry and Thorud. Voting No: None. <br /> <br />Case #5: Request for sketch plan review of Faye Addition; case of Faye <br /> Construction, B.B. Chapman. <br /> <br />Mr. Merland Otto stated that since the August 7, 1990 Planning and Zoning Commission meeting, <br />the applicant has met with Mr. Raatikka and himself to review point of concern raised with respect <br />to park dedication for Faye Addition. Mr. Otto stated that it is agreed that the developer wants to <br />meet park dedication requirements by land rather than cash. Mr. Otto stated that with respect to <br />park dedication calculations, the applicant is basing their park dedication proposal on the amount of <br />acreage for each of the individual uses excluding outlots and City staff is basing park dedication <br />calculations on the overall gross acreage. Mr. Otto stated that the applicant's park dedication <br />proposal may well meet the City's requirements since the applicant is currently in negotiations with <br />Anoka County regarding the acquisition of Outlot A and B for County Park property. <br /> <br />Mr. B.B. Chapman was present representing Faye Construction and stated that lot size <br />requirements and lot width requirements have been resolved with Mr. Otto and Mr. Raatikka. <br />Chairman Zimmerman noted that DNR's review letter dated August 16, 1990 indicates that the lot <br />size required in this area is 20,000 square feet with a width of 125 feet. <br /> <br />Mr. Otto explained that it appears DNR is basing their review letter on the City's Critical River <br />Ordinance that was adopted in 1985. Evidently, DNR has not been provided with a copy of the <br />City's amendment to that Ordinance adopted in 1988 which reduced the square footage <br />requirements. <br /> <br />Mr. Chapman referred to the Planning and Zoning Commission's concern regarding providing for <br />future access to the adjacent Kelly property to the West. Mr. Chapman stated that the developers <br />are willing to provide easements for access to the Kelly property on the preliminary plat for Faye <br />Addition. However, if the Kelly property is acquired by Anoka County for park land, the <br />developers of Faye Addition would prefer not to have a County park land access adjacent to <br />residential lots and would request that the requirement for access to the Kelly property be deleted <br />from the plat and that access to the County Park will be a County matter. <br /> <br />Commissioner Deemer stated that he is adamant that commercial activity not be developed any <br />farther that 1000 feet southerly along Highway #10. Commissioner Deemer stated that he is still <br />opposed to proposing multi-family residential development in Faye Addition, immediately adjacent <br />to single family residential lots in Riverside West. Commissioner Deemer stated that he is also not <br />in favor of excluding outlots in the calculation of park dedication. <br /> <br />Mr. Chapman stated that the applicants have proposed multi-family residential because it is <br />compatible with airport zoning and it is consistent with the City's Comprehensive Plan as far as the <br />need to supply housing choices in the City. Mr. Otto explained that the applicants are operating on <br />the premise that City Council did approve proceeding with airport improvements which would <br />include airport zoning. Commissioner Deemer stated that to plat subdivisions based on the current <br />Council's plans for the airport would be premature until after the November election. <br />Commissioner Hendriksen questioned how multi-family residential could be compatible with <br />airport zoning.
