residential development falls within airport safety zone B. If that same area would be developed <br />with single family residential lots, the minimum lot size would be 2.5 acres for urban or rural <br />development. If the same property were to be developed with multi-family residential, the <br />minimum lot size remains at 2.5 acres, but there is greater flexibility provided in how it will be <br />developed. In summary, you can provide for a maximum of 15 persons per site. Mr. Otto pointed <br />out that there currently exists multi-family residential zoning adjacent to single family zoning in <br />Ramsey, specifically at River's Bend. In addition, the City's comprehensive plan states that multi- <br />family residential serves well as a buffer to single family residential developments. <br /> <br />Mr. Chapman stated that he is reluctant to shift the proposed multi-family residential zoning to the <br />North and noted that he has been trying to plat Faye Addition consistent with the City's plans for <br />the airport and the Comprehensive Plan. Mr. Chapman noted that the proposed Faye Addition <br />does not require any variances and that multi-family residential zoning finds itself with the same <br />amount of families per area as single family urban districts. Mr. Chapman also noted that if he <br />shifted the multi-family residential zoning to the North in Faye Addition, the multi-family <br />residential would be facing commercial development. Commissioner Terry noted that the present <br />plan includes commercial abutting single family homes. Mr. Chapman replied that the commercial <br />development would abut the rear yards of single family residential development. <br /> <br />The Commission recessed at 9:05 p.m. <br /> <br />Chairman Zimmerman called the meeting back to order at 9:20 p.m. <br /> <br />The discussion turned again to the issue of the amount of park dedication due on Faye Addition. <br />Mr. Otto reiterated that the applicant has based their park dedication proposal on the acreage minus <br />outlots. City staff has based the park dedication calculation on the acreage including the outlots. <br />However, the future of the outlots in Faye Addition is questionable and they may be owned by the <br />County in the very near future. <br /> <br />Commissioner Hendriksen inquired if the two outlots in the southern portion of Faye Addition will <br />be traded to the County for a similar amount of land adjacent to Highway 4/10. Mr. Chapman <br />replied that the issue of the trade of land is between the County and the Schwartzman's. Mr. <br />Chapman noted that whatever the outcome, the applicant will provide park dedication on the City <br />Code. <br /> <br />Commissioner Hendriksen stated that the outlots are a part of the plat as it exists today and on that <br />basis, they should be included in the park dedication calculation. Commissioner Deemer stated that <br />the speculation that the County will someday own Outlots A and B, should not reduce the City's <br />ability to collect the total amount of park dedication due on the plat. Mr. Otto stated that the Park <br />and Recreation Commission has reviewed Faye Addition for park dedication requirements and they <br />have determined that the location of the park land proposed is agreeable. In addition, if additional <br />acreage is required for park dedication it will most likely be taken from the westerly end of the <br />open space. Mr. Otto noted that park dedication can be finalized at the time of preliminary plat <br />approval. Commissioner Hendriksen stated that it would be an unfair situation if the applicant <br />used Outlots A and B to reduce the amount of park dedication due on the plat and then received <br />from the County a corresponding amount of property in trade for Outlots A and B for which no <br />park dedication would be collected. Mr. Chapman stated that if the developers receive land <br />adjacent to Highway #10 in trade for Outlots A and B, they are obligated to pay any park <br />dedication due on that land. Commissioner Hendriksen recalled that there was a proposal in the <br />past to expand a pizza parlor to include a residence on the second floor that was denied because of <br />proposed airport safety zoning and he believes that might have a bearing on the proposal for Faye <br />Addition.
