PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on Tuesday, October 2, <br />1990 at the Ramsey Municipal Center, 15153 Nowthen Boulevard N. W., Ramsey, Minnesota <br />regarding Mr. Daniel Karst's request for an amended conditional use permit for an aluminum <br />processing facility. <br /> <br />Members Present: <br /> <br />Chairman Gerald Zimmerman <br />Mr. David Bawden <br />Mr. Ben Deemer <br />Mr. Charles LaDue <br />Mr. Michael Terry <br />Mr. Bradley Thorud <br /> <br />Also Present: <br /> <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Frolik <br />Mr. Merland Otto, Hakanson, Anderson Associates <br /> <br />Members Absent: Mr. Terry Hendriksen <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 7:35 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Daniel Karst stated that he is proposing to add a second furnace to his aluminum processing <br />facility in order to handle feed stock in a more expedient manner. He is also prepared to address <br />two other lots which he has acquired in the area which are currently being used to store buses and <br />for which he will be seeking site plan review. <br /> <br />CITIZEN INPUT <br /> <br />Bob Brown - Design Products, Inc., 14161 Basalt Street N.W. - stated that Danny's Aluminum <br />has been operating in the area for one year and the area has also been used for the storage of buses <br />for five years. These issues are decreasing his property value. Mr. Brown inquired as to how <br />many more junk yards the City of Ramsey wants. Mr. Brown stated that he is opposed to Mr. <br />Karst's proposal for the addition of a second furnace because of the fumes generated in the area <br />from the existing furnace. Mr. Brown stated that he is concerned about the emissions from Mr. <br />Karst's facility. Mr. Brown stated that he is proposing another expansion of his facility in the near <br />future and that he has worked very hard to have a facility comparable to that of Altron, ParaBody <br />and Mate Punch and Die and he is very much opposed to having a junk yard across the street from <br />him. <br /> <br />Mr. Karst stated that he believes the main concern of area business persons has to do with fluids <br />from bus engines, such as antifreeze, oil, transmission fluid, etc. Mr. Karst stated that he gets his <br />buses from a federally regulated auction lot and the engines must be drained of all fluids when he <br /> <br />Planning and Zoning Commission/October 2, 1990 <br /> Page 1 of 2 <br /> <br /> <br />
