PUBLIC HEARING <br /> <br />Chairman Zimmerman adjourned the regular meeting of the Planning and Zoning Commission at <br />7:35 p.m. in order to conduct the following public hearing: <br /> <br />1) <br /> <br />Request for an amended conditional use permit; case of Daniel Karst, Danny's <br />Aluminum Processing. <br /> <br />Chairman Zimmerman called the regular meeting of the Planning and Zoning Commission back to <br />order at 7:44 p.m. <br /> <br />APPROVAL OF PLANNING AND ZONING COMMISSION MEETING <br />MINUTES <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Thorud to approve the Planning <br />and Zoning special meeting minutes dated August 23, 1990. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, LaDue, <br />Terry and Thorud. Voting No: None. Absent: Co mmissionerHendriksen. <br /> <br />NOTE CITY COUNCIL MEETING MINUTES <br /> <br />The Commission noted the regular City Council meeting minutes dated August 14, 1990. <br /> <br />Commissioner Deemer referred to City Council approval of Armstrong Addition and noted that the <br />Planning and Zoning Commission's recommendation that park dedication be required on the entire <br />plat, including the ouflot, was not followed. <br /> <br />Mr. Merland Otto referred to the City's park dedication ordinance noting that it specifies that for <br />any minor subdivision, the City may only require park dedication on the new lots being created and <br />not the outlots. Mr Otto referred the Commission to the Gobematz Addition case for a background <br />on why the City amended its park dedication ordinance to only require park dedication on the new <br />lots being created. <br /> <br />Commissioner Deemer stated that he disagrees with staffs policy of making recommendations to <br />City Council that differ from that of the advisory commissions. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Bawden to request a specific <br />response of the City Council's intent on their motion to grant final plat approval to Armstrong <br />Addition. <br /> <br />Further discussion. Mr. Otto noted that it is the responsibility of City staff to make City Council <br />aware of advisory commission recommendations that differ from what is provided by ordinance. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, LaDue, <br />and Thorud. Voting No: Commissioner Terry.
