COMMISSION BUSINESS

Case #1: Discussion of Lower Rum River Water Management Organization.

Mr. Jankowski stated that the Lower Rum River Water Management Organization (LRRWMO) has
adopted guidelines for improving water quality within the watershed. To implement the
guidelines, the WMO must establish a permitting procedure for development in the district. The
cities of Ramsey and Anoka were in favor of the city controlled permit procedures and Andover
and Coon Rapids were in favor of a WMO permitting procedure. As a compromise, the WMO
prepared an alternative permitting procedure whereby the permitting procedure for smaller
developments would be reviewed by the City and larger developments would be reviewed by the
WMO.

Chairman Zimmerman and Commissioner Deemer were opposed to adding another layer of
government and another level of regulations in Ramsey.

Motion by Commissioner Bawden to recommend that the City Council support the alternative
permitting procedure presented by the Lower Rum River Water Management Organization.

Motion failed for lack of a second.

Mr. Jankowski noted that if the member cities of the WMO cannot agree upon a permitting
procedure, then Metropolitan Council will take control over the district.

Motion by Commissioner Deemer and seconded by Commissioner Terry to recommend that City
Council support the City directed permitting procedure with regard to the Lower Rum River Water
Management Organization.

Further discussion. Commissioner Bawden noted that the four member cities already voted with
respect to city directed permitting procedure versus WMO permitting procedure and the issue is
deadlocked. The issue at this point is whether or not the four member cities will be agreeable to the
alternative permitting procedure.

Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer, LaDue, Terry and
Thorud. Voting No: Commissioner Bawden. Absent: Commissioner Hendriksen.

Motion by Commissioner Deemer and seconded by Commissioner Thorud to recommend that City
Council adopt a no-wake ordinance identical to that which was adopted by the City of Anoka for
the common boundary area between Ramsey and Anoka.

Further discussion. Commissioner Deemer explained that the City of Anoka adopted a no-wake
ordinance which affects the common boundary area between Anoka and Ramsey which extends up
to 145th Avenue on the Rum River and includes most of the River's Bend development.
Commissioner Deemer noted that it is virtually impossible for Anoka to enforce their ordinance in
that area if Ramsey does not adopt a similar ordinance.

Motion carried. Voting Yes: Commissioners Bawden, Deemer, LaDue, Terry and Thorud.
Voting No: Chairman Zimmerman. Absent: Commissioner Hendriksen.

Planning and Zoning Commission/October 2, 1990
Page 3 of 8
