Case #2: Request for Site Plan Review of Sunfish Business Center: C~$e of <br /> Wayne Johnson. North Lake Properties. Inc. <br /> <br />Mr. Wayne Johnson was present requesting site plan review to construct an office/manufacturing <br />facility on Lot 3, Block 1, Ramsey 67 Industrial Park 1st Addition. Mr. Johnson noted that the <br />intent of the facility is to accommodate smaller businesses with employee numbers ranging from <br />one to three. Mr. Johnson stated that the facility is proposed to be developed in two phases and the <br />first phase would consist of 13,950 square feet in the main building and a 3,040 square foot <br />accessory garage building. <br /> <br />The Commission proceeded to review the City Engineer's report dated September 24, 1990. Mr. <br />Johnson referred to Item #5 of the City Engineer's letter and stated that if the ordinance requires <br />docks designed to accommodate semi-trailer units, then he will be requesting a variance from that <br />requirement. Mr. Johnson explained that his request for a variance from that requirement to <br />accommodate semi-trailer traffic is based on the fact that the facility will be designed to <br />accommodate smaller businesses that will be served by pick-ups, vans and small delivery trucks <br />versus semi-trailers. <br /> <br />Chairman Zimmerman noted that although the present owners intend the facility to be utilized by <br />smaller businesses, there is no way to guarantee that future owners of the facility will utilize it in <br />the same manner. <br /> <br />Mr. Jim Hiltz, architect on the project, stated that if it is absolutely required to accommodate some <br />semi-trailer traffic on the property, he could revise the plan to eliminate the outdoor storage facility <br />and upgrade the asphalt accordingly. <br /> <br />Ms. Frolik noted that she has forwarded the site plan to Anoka County for their input, especially <br />with respect to drainage and has not yet received comment. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Bawden to recommend that <br />City Council grant site plan approval to the proposed Sunfish Business Center to be located on Lot <br />3, Block 1, Ramsey 67 Industrial Park 1st Addition contingent upon the developer complying with <br />items contained in the City Engineer's report dated September 24, 1990 with a waiver to the <br />requirement that all docks be designed to accommodate semi-trailer. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, LaDue, <br />Terry and Thorud. Voting No: None. Absent: Commissioner Hendriksen. <br /> <br />Case #3: Request for Sketch Plan Review of Faye Addition: Case of Faye <br /> Construction. <br /> <br />Mr. Bebe Chapman representing Faye Construction was present requesting sketch plan review of <br />Faye Addition. Mr. Chapman indicated that since the Commission last reviewed the proposed <br />sketch plan for Faye Addition on September 4, 1990, he has met with City Staff and received <br />clarification and constructive comments regarding the proposed Faye Addition. As a result of that <br />meeting, the sketch plan for Faye Addition has been revised to replace the proposal for multi- <br />family residential with single-family urban residential development. Outlots A and B have also <br />been reduced to one 5 acre outlot to be dedicated to the homeowners association as private open <br />space. That portion of the property which would fall into Zone B, if airport safety zoning is put <br />into place, has been designed to accommodate either single or multi-family development depending <br />on future zoning. Mr. Chapman requested sketch plan approval and authorization to proceed to the <br />preliminary plat stage. <br /> <br />Planning and Zoning Commission/October 2, 1990 <br /> Page 4 of 8 <br /> <br /> <br />
