a report was prepared by Mr. David Licht of Northwest Consultants and presented at another <br />hearing two weeks ago before the Planning and Zoning Commission and the City Council. At that <br />time, the City was presented with Mr. Licht's recommendations for zoning changes, licensing <br />requirements and enforcement. <br /> <br />At this particular meeting, the Planning and Zoning Commission will be reviewing all of that <br />information and reaching conclusions of their own with regard to their recommendation to City <br />Council. <br /> <br />Mr. Hartley noted that the Economic Development Commission has received copies of the reports <br />and the proposed zoning amendment and has expressed concerns over some of the <br />recommendations contained in that report. <br /> <br />Mr. Ken Wagner, Chairman of the Economic Development Commission, was present and stated <br />that the Commission is concerned with the area south of County Road 116 and ~,~S"t of Sunfish <br />Lake Boulevard, designated to be zoned as a business warehouse district. Mr. Wagner stated that <br />the Commission does not feel that the standards for that new district are compatible with the <br />industry that is currently existing there. <br /> <br />Mr. David Licht replied that the intent of the business warehouse district was to recognize <br />businesses that are there and not to make them nonconforming in the proposed ordinance. There <br />was an oversight which has been corrected and the proposed business warehouse district now <br />includes light manufacturing as a permitted use. Heavy industry will also be allowed in this district <br />as a conditional use permit. <br /> <br />Mr. Steve Gorecki of the Economic Development Commission was also present and noted that <br />there are a number of supply yards currently existing in that area to be designated business <br />warehouse and the proposed zoning ordinance does not specify supply yards as a permitted use in <br />that district. <br /> <br />Mr. Licht replied that supply yards would fall under the heading of warehousing and exterior <br />storage in the business warehouse district. <br /> <br />Mr. Gorecki noted that it is also proposed that exterior storage associated with a permitted use <br />would require a conditional use permit according to the proposed zoning ordinance amendment. <br /> <br />Mr. Licht indicated that any existing business that includes exterior storage in what is to be the <br />business warehouse district would be permitted to continue. If there were some degree of <br />nonconformity that existed previous to the adoption of the new ordinance, then it is <br />nonconforming. A permitted use prior to the zoning change would be considered an established <br />use that is permitted to continue. <br /> <br />Mr. Gorecki and Mr. Zimmerman both noted that there is a lot of outside activity and heavy <br />industrial activity in this particular area to be called business warehouse and there have also been <br />discussions in the past of converting the zoning of this particular area to heavy industrial uses. <br /> <br />Mr. Gorecki noted that the Economic Development Commission has been working for about six <br />months on creating a light industrial area south of County Road 116 and east of Sunfish Lake <br />Boulevard that would be compatible with the Anoka Industrial Park. Mr. Gorecki stated that he is <br />opposed to the idea of sacrificing heavy industrial area in Ramsey because adult uses cannot be <br />located in residential zones.
