(continued)'

Chairman Zimmerman stated that he has been reviewing the Attorney General's report on sexually
oriented businesses and noted that organized crime is often associated with adult uses. In addition,
in areas where adult uses exist, there is evidence of blight, devaluation of property, increased crime
rate, especially sex-related crimes, and real estate values decrease. Chairman Zimmerman stated
that there is no reason to believe that this trend would not be the same in Ramsey as it is for other
cities that include adult uses that have been studied.

Commissioner Thorud also noted that the studies reveal that when there is an adult use located in an
area, very often pornographic material is found lying around in surrounding areas. Commissioner.
Thorud inquired if it would be possible to require all those businesses that supply adult material to
be identified on the material so that the community would be able to identify the source of the
problem.

Chairman Zimmerman noted that the Attorney General's report identifies 13 steps communities can
take to reduce adverse impacts of adult uses. Step #9, Adopting Zoning Regulations with Distance
Requirements, is what Ramsey is currently in the process of doing.

Commissioner Thorud noted that the courts have been upholding the 1,000' distance requirement
for adult uses and inquired if the City of Ramsey couldn't also require 1,000' versus the 750'
proposed.

Mr. Goodrich noted that when you go to 1,000', you would be drastically limiting the amount of
property available in Ramsey for adult uses.

Planning and Zoning Commission / October 29, 1990
Page 1 of 4
