Motion by Commissioner Deemer and seconded by Commissioner BaWden to modify the proposed <br />zoning ordinance amendment to indicate that outdoor storage associated with permitted principal <br />uses should be a permitted use and outdoor storage with screening as a principal use should require <br />a conditional use permit. These modifications should apply to the business warehouse, the <br />industrial and the rural industrial district. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners LaDue, Deemer, Thorud and <br />Bawden. Voting No: None. Absent: Commissioners Hendriksen and Terry. <br /> <br />The consensus of the Commission was to modify the proposed Conclusion section to change all <br />references to "adult entertainment" to "adult uses". <br /> <br />The consensus of the Commission was to amend Item #6 of the proposed Conclusions to add "St. <br />Paul, Minnesota". <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Thorud to modify #11 of the <br />proposed Conclusions to indicate a distance requirement of 1,000'. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners LaDue, Deemer, Thorud and <br />Bawden. Voting No: None. Absent: Commissioners Hendriksen and Terry. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Bawden that based on reports <br />of other cities, the Attorney General's report and this City's report, the City finds that adult uses <br />will have secondary impacts upon certain pre-existing land uses in the City. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners LaDue, Deemer, Thorud and <br />Bawden. Voting No: None. Absent: Commissioners Hendriksen and Terry. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to adopt Findings of <br />Fact and Conclusions as amended relating to adult uses. <br /> <br />Motion carded. Voting Yes: Chairman Zimmerman, Commissioners LaDue, Deemer, Thorud and <br />Bawden. Voting No: None. Absent: Commissioners Hendriksen and Terry. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Bawden to adopt Resolution #90- <br />PZ-10-1 recommending City Council approval of the zoning code amendments to restrict certain <br />types of adult establishments to certain zoning districts. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners LaDue, Thorud and <br />Bawden. Voting No: Commissioner Deemer. Absent: Commissioners Hendriksen and Terry. <br /> <br />Commissioner Deemer explained that he is opposed to the proposed zoning ordinance amendment <br />because he believes it is overkill to rezone the City to address adult uses.
