location in Ramsey, he is proposing to utilize methane gas from the landfill to fuel the furnaces.

Harlan Rude - 6219-144th Lane N.W. - requested information on the emissions from the smelters.

Mr. Rychner replied that the emissions from his facility as calculated by the EPA are not in excess
of any of their standards. Mr. Rychner noted that he burns 130 gallons a day of off spec drain oil.
The asphalt plant burns 10-20 times that amount per day and they operate at a temperature of 900
degrees, where he operates at a temperature of 1,100 degrees. Therefore, the asphalt plant has
difficulty getting rid of VOC's so most facilities of that type use scrubbers and baghouses.

Harlan Rude inquired if Mr. Rychner washes the transmission casings before they are placed in the
furnace.

Mr. Rychner replied that the casings are moved 3-4 times before they go into the furnace and most
of the loose contaminants and soils are removed during the dismantling process.

Mr. Rude inquired if Mr. Rychner's facility will be using any monitoring equipment.

Mr. Rychner replied that he will be doing a complete emission study as part of the set up, but no
monitoring is required. The only monitoring equipment he has is a temperature gauge on the
stacks.

Sharon Dahlgren inquired if Mr. Rychner will be using waste drain oil or methane gas and how
much to fuel his furnaces.

Mr. Rychner replied that he would have to have both fuels available for his facility. The landfill
has indicated that they could provide methane gas for approximately 90% of his operating time.
Mr. Rychner stated that the used drain oil would be available as a back up fuel in the event there is
an interruption of the methane gas service or the related equipment requires maintenance. The
specifics as to how the methane gas will be made available to his site are yet to be determined.

Sharon Dahlgren inquired if the transmissions would be cleaned with solvents.

Mr. Rychner stated that solvents will not be used to clean the transmissions. Mr. Rychner clarified
that when he refers to cleaning transmissions, he means removing the heavy iron from them.

Sharon Dahlgren inquired if underground tanks would be used to store the used drain oil.

Mr. Rychner replied that he currently uses a 1,000 gallon above ground tank.

Sharon Dahlgren inquired if Mr. Rychner or the City is aware of the additional 189 pollutants that
have been identified by the EPA.

Mr. Rychner noted that a lot of the EPA requirements coming out are already addressed in
Minnesota legislation.

Lillianna Heinen - 6370-143rd Lane N.W. - inquired if any smoke and fumes emitted from the
facility would be monitored by PCA.

Mr. Rychner replied that emission standards are set by PCA.

Public Hearing/P&Z/November 20, 1990
