Lillianna Heinen recalled that answers indicating that standards are set by PCA were the same
answers that were told to the area residents when Atlas Incinerators was trying to locate in Ramsey
and that ordeal cost the residents an arm and a leg. She stated that she is not ready to have Mr.
Rychner's facility located across the street from her.

Mr. Rychner replied that the facility he currently operates has almost the same emissions as a
household fireplace.

Lillianna Heinen replied that a household fireplace is not burning the same types of materials that
Mr. Rychner is proposing to burn.

John Heinen - 6370-143rd Lane N.W. - stated that his concern is with emissions because there is
paint on some of the cans and that paint has a lead base. When you are getting into recycling, you
have to be careful about what goes into the air. Mr. Heinen inquired as to what hours of operation
Mr. Rychner is proposing.

Mr. Rychner stated that he would most likely be operating Monday through Saturday, noting that
his type of facility is a low noise generator.

John Heinen inquired if Mr. Rychner would be accepting batteries at his recycling center.

Mr. Rychner replied that he is listed with the County as accepting some of those items, but he is
anticipating not continuing to accept some items because of his space limitation.

Lillianna Heinen inquired if Mr. Rychner's facility is open to inspection by residents without
notice.

Mr. Rychner stated that his facility is open to the public, but he would prefer that the public does
not enter the operations area unescorted.

John Heinen inquired if the proposed use would devalue his property.

Mr. Rychner stated that he is proposing to install fencing, paving and trees.

Mr. Dan Karst stated that he is a competitor in the same business and he has a lot of overhead. Mr.
Rychner is proposing to develop his facility with a simple canopy over the furnace, where his
furnace is totally enclosed. Mr. Karst also noted that the facility where transmission dismantling is
to take place must have sloped cement floors and flammable waste traps.

Chairman Zimmerman agreed that Mr. Rychner's facility should be subject to the same
performance standards.

Mr. Karst noted that he has invested a lot of money into his property and inquired as to how the
City would tax a canopy over a furnace.

Mr. Otto replied that it was Mr. Karst's proposal to place his furnace in a cement block building
and the City reacted to that proposal.

Mr. Rychner is proposing to have a furnace only protected by a canopy and the City is reacting to
that proposal.

Public Hearing/P&Z/November 20, 1990
