PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on Tuesday, December <br />4, 1990 at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota, <br />regarding a request for a conditional use permit for grading and mining; case of Geoffrey Bridwell. <br /> <br />Members Present: <br /> <br />Acting Chairman Terry Hendriksen <br />Commissioner David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Bradley Thorud <br /> <br />Members Absent: Chairman Gerald Zimmerman <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br />Peter Raatikka, Hakanson Anderson Associates, Inc. <br /> <br />CALL TO ORDER <br /> <br />Acting Chairman Hendriksen called the public heating to order at 7:47 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Geoffrey Bridwell was present and stated that he owns 10 acres of land off of County Road <br />#5, adjacent to 153rd Avenue N.W. He is requesting a conditional use permit to mine and <br />excavate 24,000 to 25,000 cubic yards of material from Lot 3, Block 1, Lutz Ramsey Acres. He is <br />proposing to sell the material to Dresel Contracting to use as fill material for the 153rd Avenue <br />N.W. Improvement Project. <br /> <br />CITIZEN INPUT <br /> <br />David King, 15410 Nowthen Boulevard N.W., Ramsey - expressed his concern regarding <br />whether or not the Department of Natural Resources had been notified regarding the removal of <br />25,000 lbs of dirt with regard to lowlands, etc. <br /> <br />Commissioner Deemer replied that the issue is not to fill or dig in a lowland area and therefore, the <br />DNR need not be involved. <br /> <br />Mr. King stated that with 1,000 dump truck loads of fill being taken out of that hillside, there <br />would be a "cliff" left on his property. <br /> <br />Mr. Bridwell asked Mr. King if he had responded to the proposed 153rd Avenue N.W. project. <br /> <br />Mr. King replied yes. <br /> <br />Mr. Bridwell stated that he was against the project, but he now has a road coming through his <br />home site. He explained he would like to grade a house site for himself without affecting Mr. <br />King's property.
