He explained he is <br />doing his best to mitigate the impact of the 153rd Avenue N.W. construction. <br /> <br />Mr. King and Mr. Bridwell continued to discuss the steepness of the slope and the yards of dirt <br />being excavated. <br /> <br />Acting Chairman Hendriksen explained that the Commission would examine all aspects of concern <br />during the review of this case. <br /> <br />Mr. King commented that the letter from the City wasn't very informative. <br /> <br />In answer to a question regarding whether or not anyone had been out to the site, Zoning <br />Administrator Sylvia Frolik stated the City Engineer Steve Jankowski and Mr. Peter Raatikka of <br />Hakanson Anderson had visited the site today. <br /> <br />Mr. Raatikka stated that the City Ordinance calls for a 12% slope, so the grading plan is <br />unacceptable as is and needs to be revised. <br /> <br />Walter Scroggins, 15141 Sunfish Lake Boulevard N.W., Ramsey - stated he's lived in Ramsey <br />since 1932 and he can't see how Mr. Bridwell plans to get 20,000 yards of fill taken out. <br /> <br />Mr. Raatikka expressed his concerns with that figure also and stated that it would be revised to <br />10,000 to 15,000 yards of fill, maximum. <br /> <br />Don Carda, 15315 Sunfish Lake Boulevard N.W., Ramsey - stated that the subject area is kind of <br />a "dish" and that 7/8 of this property is lowland. All this property will be dropped down to get <br />10,000 to 15,000 yards of fill out of there. He stated that when County Road #5 was developed <br />across a swamp, it had to be filled in three times to get it to hold and he could foresee the same <br />problem here. <br /> <br />Mr. Raatikka proceeded to show the grading plan to Don Carda. <br /> <br />Mr. David King stated if he could be assured this wouldn't cause an erosion problem for him in the <br />future, then he didn't have a problem with what Mr. Bridwell is proposing to do. <br /> <br />Mr. Raatikka commented it is up to the contractor as to where the fill comes from but that he can <br />only take what limits are shown on the grading plan. <br /> <br />Nadine King, 15410 Nowthen Boulevard N.W., Ramsey - expressed her concern with the safety <br />of children and animals with regard to trucks hauling, etc. and also her concern with erosion <br />problems and interference with the natural habitat of the area. <br /> <br />Mr. Raatikka stated a silt fence would be placed along the edge of the swamp and that the allowable <br />slope cut is 2 to 1. <br /> <br />Mr. King asked Mr. Raatikka if the finished product has to be an 8 to 1 slope but while the <br />development is being done a 2 to 1 slope is allowed. <br /> <br />Mr. Raatikka replied yes. <br /> <br />Public Hearing/P&Z/12/4/90 <br /> Page 2 of 3 <br /> <br /> <br />
