Commissioner Deemer stated he didn't see a hardship other than crossing the brook. <br /> <br />Acting Chairman Hendriksen questioned the status of the parcel immediately to the right of subject <br />property. <br /> <br />Mr. Davis replied that Mr. Elliott Shaffer owns that parcel and he would like Mr. Davis to sell his <br />parcel to him. According to Mr. Davis, Mr. Shaffer has stated that he won't allow access even <br />though Mr. Davis has made offer of trading property for access. <br /> <br />A discussion ensued regarding parcel location and possible access oPtions. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Bawden to recommend to City <br />Council to condemn access to the west on 174th Avenue N.W. to provide Mr. Davis access to the <br />landlocked parcel on the south of Trott Brook. All expenses associated with condemnation will be <br />the responsibility of Mr. Davis. <br /> <br />Further discussion: Commissioner Terry asked for clarification on the motion due to the fact that <br />the landowner to the east will benefit from the paved road and have two marketable lots. <br />Commissioner Deemer clarified that the costs to be billed to Mr. Davis are the costs incurred due to <br />the condemnation of the access - not the cost of the road. It was stated that the Park and Recreation <br />Commission should also become involved with the case. <br /> <br />Motion carried. Voting Yes: Acting Chairman Hendriksen, Commissioners Deemer, Bawden, <br />LaDue, Terry and Thomd. Voting No: None. Absent: Chairman Zimmerman. <br /> <br />Case #4: Reschedule Regular Planning and Zoning Commission meeting date <br /> for January, 1991. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to reschedule the regular <br />Planning and Zoning Commission meeting date for January to January 2, 1991. <br /> <br />Motion carried. Voting Yes: Acting Chairman Hendriksen, Commissioners Deemer, Terry, <br />Bawden, LaDue and Thorud. Voting No: None. Absent: Chairman Zimmerman. <br /> <br />Case #5: Seminar offered by Government Training Service <br /> <br />Zoning Administrator Frolik stated that the Government Training Service is sponsoring an Annual <br />Planning Institute. The Basics may be of interest to some of the Planning and Zoning <br />Commissioners. She asked that those interested contact her as soon as possible. <br /> <br />Case #6: Reappointment to the Planning and Zoning Commission <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Thorud to recommend to the <br />City Council reappointment of David Bawden and Benjamin Deemer to the Planning and Zoning <br />Commission to a term expiring on 12-31-94. <br /> <br />Motion carried.
