PUBLIC HEARINGS Acting Chairman Hendriksen adjourned the regular meeting of the Planning and Zoning Commission to conduct the following Public Hearings: Request for a conditional use permit to erect and maintain a HAM radio tower, case of Howard Rohs and James Monson. 2. Request for a conditional use permit for grading and mining; case of Geoffrey Bridwell Acting Chairman Hendriksen called the regular Planning and Zoning Commission meeting back to order at 8:05 p.m. NOTE CITY COUNCIL MEETING MINUTES City Council public hearing and special meeting minutes dated September 5, 1990 so noted. 2. City Council regular meeting minutes dated September 10, 1990 so noted. COMMISSION BUSINESS Commissioner Deemer suggested the Planning and Zoning Commissioners observe the new lighting at County Road #9 and-Highway #10 and stated that the Commission specified that lighting. Case #1: Request for a conditional use permit for grading and mining; Case of Geoffrey Bridwell Zoning Administrator Sylvia Frolik stated that Mr. Bridwell is requesting a conditional use permit to mine and excavate 25,000 cubic yards of material from Lot 3, Block 1, Lutz Ramsey Acres. She explained that Mr. Bridwell is proposing to sell the material to Dresel Contracting for use as fill material needed in the City of Ramsey Improvement Project #89-04, extension of 153rd Avenue N.W. Ms. Frolik informed the Commission that since the 153rd Avenue N.W. Improvement Project abuts Mr. Bridwell's property, there will be no need for trucks to use any other City and County roads as haul routes in the excavation process. Mr. Peter Raatikka, Hakanson Anderson, reviewed the concerns included in his letter addressed to Mr. Zimmerman, Chairman of the Planning and Zoning Commission. He stated a concern that should be added is with regard to the saving of the oak trees. A discussion ensued regarding prevention of oak wilt and it was decided that any questions regarding the disease should be directed to Mr. Bruce Bacon, Environmental Specialist for the City of Ramsey. Mr. Raatikka noted that Mr. Bridwell has complied with most of the requested items at this time. Commissioner Terry inquired about how deep the swamp muck level can be to which Mr. Raatikka replied one foot. Commissioner Terry expressed concern with replacing fill material with swamp muck. Commissioner Deemer stated that contractors will argue slopes. He commented there are ways to have steeper slopes such as bedding with burlap, etc. Planning & Zoning/December 4, 1990 Page 3 of 12
