PUBLIC HEARINGS <br /> <br />Acting Chairman Hendriksen adjourned the regular meeting of the Planning and Zoning <br />Commission to conduct the following Public Hearings: <br /> <br />Request for a conditional use permit to erect and maintain a HAM radio tower, case of <br />Howard Rohs and James Monson. <br /> <br />2. Request for a conditional use permit for grading and mining; case of Geoffrey Bridwell <br /> <br />Acting Chairman Hendriksen called the regular Planning and Zoning Commission meeting back to <br />order at 8:05 p.m. <br /> <br />NOTE CITY COUNCIL MEETING MINUTES <br /> <br />City Council public hearing and special meeting minutes dated September 5, 1990 so <br />noted. <br /> <br />2. City Council regular meeting minutes dated September 10, 1990 so noted. <br /> <br />COMMISSION BUSINESS <br /> <br />Commissioner Deemer suggested the Planning and Zoning Commissioners observe the new <br />lighting at County Road #9 and-Highway #10 and stated that the Commission specified that <br />lighting. <br /> <br />Case #1: <br /> <br />Request for a conditional use permit for grading and mining; Case of <br />Geoffrey Bridwell <br /> <br />Zoning Administrator Sylvia Frolik stated that Mr. Bridwell is requesting a conditional use permit <br />to mine and excavate 25,000 cubic yards of material from Lot 3, Block 1, Lutz Ramsey Acres. <br />She explained that Mr. Bridwell is proposing to sell the material to Dresel Contracting for use as <br />fill material needed in the City of Ramsey Improvement Project #89-04, extension of 153rd <br />Avenue N.W. Ms. Frolik informed the Commission that since the 153rd Avenue N.W. <br />Improvement Project abuts Mr. Bridwell's property, there will be no need for trucks to use any <br />other City and County roads as haul routes in the excavation process. <br /> <br />Mr. Peter Raatikka, Hakanson Anderson, reviewed the concerns included in his letter addressed to <br />Mr. Zimmerman, Chairman of the Planning and Zoning Commission. He stated a concern that <br />should be added is with regard to the saving of the oak trees. <br /> <br />A discussion ensued regarding prevention of oak wilt and it was decided that any questions <br />regarding the disease should be directed to Mr. Bruce Bacon, Environmental Specialist for the City <br />of Ramsey. Mr. Raatikka noted that Mr. Bridwell has complied with most of the requested items <br />at this time. <br /> <br />Commissioner Terry inquired about how deep the swamp muck level can be to which Mr. Raatikka <br />replied one foot. <br /> <br />Commissioner Terry expressed concern with replacing fill material with swamp muck. <br /> <br />Commissioner Deemer stated that contractors will argue slopes.
