combined with a more supportive education/information effort
than the last time in order to place an Ordinance into
effect.

Se

Request the Commissioner of Aeronautics (now Director) to
adopt the Ordinance under 360.063 Subd. 6.

Determine whether the Ordinance might be invoked as an
emergency ordinance.

e

Proceed with airport improvement program until City has
ownership or control. Establish a Joint Airport Zoning Board
and adopt an ordinance through the Joint Board.

Implement a moratorium to protect the airport until such time
that an Ordinance can be put into effect.

"Do Nothing" (immediately) alternative. Airport zoning would
not be in effect. However, as long as the City Council
retains its status as the Airport Zoning Board and continues
to work towards implementing airport zoning, it may not
jeopordize the City's standing with state requirements.

The Council should also be awarelthat the same Ordinance may be
proposed by petition ~through the initiative process. If the Council
acts on the Ordinance within-10 days, the ordinance is not subject to
a popular vote.

Due to possible legal questions the Council may have on some of the
options and effects on timing, I am sending a copy to Bill and Jack.
We can discuss these options further at a joint meeting.

MO/ckl

cc: Bill Goodrich
Jack Ippel
