Goodrich <br />Ramsey City Attorney <br />Randall, Dehn & Goodrich <br />2140 Fourth Avenue North <br />Anoka, MN 55303 <br /> <br />Dear Mr. Goodrich: <br /> <br />In your letter to Attorney General Hubert H. <br /> <br />Humphrey, III, you present substantially the following <br /> <br />FACTS <br /> <br /> The City of Ramsey, Anoka County, <br />Minnesota, is a Charter City organized under <br />a charter formed pursuant to Article IV, <br />Section 36 of the Constitution of the State <br />of Minnesota. In Chapter 5, Section 5.07 of <br />the Ramsey City Charter, the citizens of the <br />City of Ramsey have the power to subject <br />ordinances enacted by the City Council to <br />referendum. <br /> <br /> Gateway North Industrial Airport is an <br />existing private airport located entirely <br />within Ramsey's boundaries. Certain airport <br />hazards affecting the airport lie, however, <br />within other municipalities. As a result, in <br />1982, the City Council, pursuant to Minn. <br />Stat. § 360.061, et seq., adopted <br />Ordinance 87-7 entitled "Gateway North <br />Industrial Airport. Zoning Ordinance." The <br />purpose of Ordinance 87-7 was to regulate and <br />restrict the height of structures and objects <br />of natural growth, and otherwise regulate the <br />use of property in the vicinity of the <br />Gateway North Industrial Airport by creating <br />appropriate zones. <br /> <br /> Pursuant to Chapter 5, Section 5.07 of <br />the City Charter, citizens of Ramsey lawfully <br /> <br /> <br />
