Case #2: Fees and Charges <br /> <br />Mr. Hartley stated that the primary reason to license is to regulate businesses and establish certain <br />controls. If all the requirements are met by each business, a license will be administered. <br /> <br />Discussion ensued regarding doing a water and sewer rate study and what the fee should be based <br />on. It was suggested to check with surrounding cities to find out what they base their water and <br />sewer fees on. <br /> <br />Councilmember Peterson suggested that possibly garbage collection could be licensed differently. <br />Instead of licensing per truck, possibly a flat fee could be charged. He asked Mr. Hartley if he <br />would check with other cities regarding how they handle licensing garbage collection. <br /> <br />Discussion ensued regarding possibly charging a fee for sauna/massage parlor's. It was also <br />mentioned that possibly every business should be required to be licensed. The fee for Pawn Shops <br />license is now $1,500.00 instead of "no fee". It was also mentioned that the open burning <br />ordinance had not yet been adopted so a decision hadn't been made regarding the fees charged for <br />burning. <br /> <br />Councilmember DeLuca stated that when reports are prepared they should be designated as "draft" <br />until they are officially adopted. <br /> <br />Discussion ensued regarding charging for tournaments held on the softball and baseball fields and <br />for the use of the Central Park Building and also the Municipal Center for meeting rooms. There is <br />no charge for youth oriented meetings now and the feeling was that there should not be a charge in <br />the future. Councilmember Peterson stated that charging a fee to protect the investment in a <br />building is not unreasonable. The school charges a fee to use it's rooms. <br />Mr. Hartley stated that he feels an argument for not charging a use fee is that he likes to see people <br />put the City's buildings to use; that's part of being a community. If there is a fee charged or the fee <br />that is charged now goes up in price, it allows only those groups or individuals with resources to <br />use the facilities.
