Case #2: Fees and Charges

Mr. Hartley stated that the primary reason to license is to regulate businesses and establish certain
controls. If all the requirements are met by each business, a license will be administered.

Discussion ensued regarding doing a water and sewer rate study and what the fee should be based
on. It was suggested to check with surrounding cities to find out what they base their water and
sewer fees on.

Councilmember Peterson suggested that possibly garbage collection could be licensed differently.
Instead of licensing per truck, possibly a flat fee could be charged. He asked Mr. Hartley if he
would check with other cities regarding how they handle licensing garbage collection.

Discussion ensued regarding possibly charging a fee for sauna/massage parlor's. It was also
mentioned that possibly every business should be required to be licensed. The fee for Pawn Shops
license is now $1,500.00 instead of "no fee". It was also mentioned that the open burning
ordinance had not yet been adopted so a decision hadn't been made regarding the fees charged for
burning.

Councilmember DeLuca stated that when reports are prepared they should be designated as "draft"
until they are officially adopted.

Discussion ensued regarding charging for tournaments held on the softball and baseball fields and
for the use of the Central Park Building and also the Municipal Center for meeting rooms. There is
no charge for youth oriented meetings now and the feeling was that there should not be a charge in
the future. Councilmember Peterson stated that charging a fee to protect the investment in a
building is not unreasonable. The school charges a fee to use it's rooms.
Mr. Hartley stated that he feels an argument for not charging a use fee is that he likes to see people
put the City's buildings to use; that's part of being a community. If there is a fee charged or the fee
that is charged now goes up in price, it allows only those groups or individuals with resources to
use the facilities. Councilmember Peterson stated that people from other communities should be
able to rent the facilities, however, Ramsey residents should be given priority.

The Budget Committee for August 16th was tentatively rescheduled for September 5th or 6th.

ADJOURNMENT

The Budget Committee adjourned their workshop meeting at 6:38 p.m.

Respectfull,y submitted,
Secretary g

City Administrator

Budget

Committee/August 15, 1990
