Mr. Hartley stated that decisions would have to be made regarding all 1991 budget request and it is <br />his intent to deliver a balanced budget back to the Budget Committee. <br /> <br />Case #2: Fire Department <br /> <br />Mr. Hartley stated that the former Fire Chief Bruce Hoeke had originally prepared the budget <br />requests for 1991, however, since that time, the new Fire Chief, Dave Griffin and Mr. Hartley had <br />met and modified some of the requests. <br /> <br />Mr. Griffin stated the Fire Fighter's Relief Association is a very important issue that needs to be <br />discussed. He also talked about pay compensation for ranking officers at the scene of a fire, etc. <br /> <br />Mr. Hartley stated the City cannot afford a full-time, compensated fire fighting unit and he doesn't <br />want to establish policies or procedures that lead in that direction. <br /> <br />Mr. Griffin stated he also feels that fines should be placed on burning illegally. <br /> <br />Mr. Griffin continued with explanations for the funding requests and also stated that the Fire <br />Department would be participating in two drills a week and one Wednesday a month, Health One <br />would come in and refresh First Responder courses. The charge for that is set at $50.00 an hour - <br />at two hours equals $100.00 a month. Another medical training program the Department will be <br />checking into will be disaster response. <br /> <br />Mr. Griffin feels that all of the Fire Fighters should have incident command training. Mr. Griffin <br />was asked to find out the exact fee for the incident command training and also review the training <br />plans with the Training Officer and resubmit it to the Budget Committee. <br /> <br />Regarding equipment, Chief Griffin stated that there isn't a definite need for the second grass rig <br />but there is a need for another pumper. Since we are entering mutual aid, we need equipment to <br />offer support to the other fire departments; however, the City of Ramsey cannot he left without a <br />pumper. Mr. Griffin also stated that he has requested P.S. Alarms which he fees should have <br />already been purchased. He feels OSHA may require them in 1991. There is a definite need for <br />more SCBA units. It is not possible to operate with the amount of units the Department now has if <br />the Department is to be full line by next August. <br /> <br />Chief Griffin requested more radios and also stated that the garage floor needs repair. The floor is <br />not a priority as far as he is concerned, but it needs to be attended to in the future. <br /> <br />Councilmember DeLuca stated that the floor repair would maybe come under building maintenance <br />in the budget. <br /> <br />Regarding the Fire Fighters Relief Association - Assistant Chief Morrison reported that the By- <br />laws have been turned down by the majority of the Fire Fighters and that they are working on new <br />by-laws through the recommendations of Gus Walter. Mr. Hartley stated there needs to be <br />standards for investments that assures the City that monies will be invested wisely and in secured <br />investments. Mr. Morrison stated that the state only allows certain investments as some are <br />considered to risky. Mr. Hartley suggested including the City's Finance Officer as a participant in <br />the financial planning. Mr. Morrison informed him that the Finance Officer and also the Mayor <br />will be trustees. <br /> <br />Discussion ensued regarding the need for a Fire Marshal and some of the duties that position <br />would entail. <br /> <br />Budget Committee/August 15, 1990 <br /> Page 2 of 3 <br /> <br /> <br />
