Members Absent: Commissioner Ippel, Commissioner Wiley, Commissioner <br />Deemer, Commissioner LaDue, Commissioner Terry. <br /> <br />COUNCIL AND COMMISSION BUSINESS <br /> <br />Mr. Hartley stated this special joint meeting was requested by the Ramsey Economic <br />Development Commission due to a number of issues which should involve the City <br />Council, the Planning and Zoning Commission, City Staff and themselves. Mr. Hartley <br />then turned the meeting over to Chairman Ken Wagner, Economic Development <br />Commission. <br /> <br />Discuss zoning changes <br /> <br />Chairman Wagner stated the Economic Development Commission CEDC) was looking at <br />the industrial properly south of County Road #116 and east of Sunfish Lake Boulevard <br />N.W. in regards to zoning. He handed out a proposed set of guidelines for the Light <br />Industrial District. The proposed Light Industrial District would have stricter guidelines <br />than that of the proposed Traditional Industrial District. The guidelines are similar to <br />Anoka's Enterprise Park Industrial District Area. By adopting sub-guidelines similar to <br />those of Anoka's, this could eliminate some of the problems of the areas zoning. He asked <br />that the proposed guidelines be considered when determining how the area will be rezoned. <br /> <br />The members present looked over the list of permitted uses. Councilmember Cich stated <br />that he felt electronic products and computer integrators and electronic products <br />manufacturing should be added to the list. <br /> <br />Commissioner Fults stated there would probable be more added to the list after everyone <br />had time to really review it. <br /> <br />Councilmember Pearson asked if any of the types of businesses on the proposed list were <br />generators of hazardous waste. <br /> <br />Chairman Wagner stated that that particular issue had not been addressed at this point. <br /> <br />Mayor Reimann advised the members present that probably most every business would <br />handle hazardous waste of some sort, but that it should be handled properly according to <br />State regulations. <br /> <br />Commissioner Gorecki pointed out a paragraph stating with regard to smoke, dust fumes <br />or gases that every operation shall conform to Minnesota Pollution Control standards. <br /> <br />Mr. Hartley informed the members present that Mr. David Licht, Planner (Northwest <br />Associated Consultants, Inc.) was working on zoning regulations and types of uses. He <br />would compile these in a report that should be available at the time of the next Planning and <br />Zoning Commission (P&Z) meeting. The report would include information on all types of <br />businesses. <br /> <br />Mr. Hartley inquired of Mr. Wagner what his (Commission) objectives were with regards <br />to the businesses planning to develop in the subject area. <br /> <br />Chairmln Wagner informed him that they felt the businesses should have some type of <br />protection.
