grounds, landscaping, etc. in the immediate area so that their business would maintain a <br />level of respectability. They would have the secure feeling that their investment would be <br />protected and that their business would not lose money due to deteriorating neighboring <br />businesses. <br /> <br />Commissioner Fults stated that some of the land in the area was not accessible. The plans <br />had not been laid out, as promised by the engineer, showing where the roads would be. <br />The area still needs to be opened up by roads. In order to work with the City of Anoka <br />regarding the roads, etc. the restrictions have to be set up similar to Anoka's and that <br />setting the restrictions should be a priority. <br /> <br />Mayor Reimann stated he didn't see a problem with setting the restrictions. <br /> <br />Commissioner Gorecki informed the members present that there are two or three major <br />property owners involved and those owners are in the process of donating land for <br />easements. <br /> <br />Commissioner Fults said that the property owners would dedicate property if it's a <br />Municipal State Aid Street. <br /> <br />Mayor Reimann asked Commissioner Fults if the property owners were aware that the cost <br />would be half and half. <br /> <br />Commissioner Fults stated they were aware of that. <br /> <br />Mayor Reimann inquired of the Commission whether or not the landowners had been <br />presented a proposal of any kind. <br /> <br />Commissioner Hardin stated the EDC decided to present the proposal to the City Council <br />and P&Z to receive input before it was presented to the landowners. <br /> <br />Mayor Reimann stated he felt it should have been discussed with the property owners fh-st <br />to get their input as their input should be considered to be more important that the Council's <br />and the Commission's. <br /> <br />Chairman Wagner clarified the Commission's were not looking for any action by the <br />Council but only to make them aware of the proposed issues and the be certain the Council <br />and the Commissions were all going in the same direction. <br /> <br />Chairman Zimmerman (P&Z) volunteered they could put the subject on their next meeting <br />agenda and make their recommendations to the City Council. Property owners would be <br />aware of the Council's and Commission's interest in what happens. <br /> <br />Mayor Reimann suggested sending a copy of the rough draft to the property owners - then <br />the City Council, Economic Development Commission and the Planning and Zoning <br />Commission could all meet together with the landowners and discuss the land-use <br />possibilities and the road issue.. <br /> <br />Councilmember DeLuca agreed that it would be a good idea to talk with the property <br />owners or at least representatives for the property owners.. <br /> <br />Mr. Har~ley stated the road could be an MSA road but there is no need to ask Anoka to get <br />MSA funding for the purpose of connecting Anoka and Ramsey.
