Commission to be careful - make recommendations for possible zoning for the future, <br />subject to change. Some zoning suggestions should be written up. <br /> <br />Mr. Banwart, Community Development Director explained that there is a distinguishable <br />difference between a zoning map and a future land use map. The future land use map is <br />what the City would like to see and the zoning map dictates what it is used as. The focus <br />needs to be put on both in the area of zoning and rezoning. <br /> <br />Case g2: Discuss conditional use nermits <br /> <br />A memorandum from Mayor Reimann had been passed out regarding the Proposed <br />Mississippi River Bridge Crossing. He recommended establishing a task fordce regarding <br />the Mississippi River Bridge effort. He also recommended that two members from each <br />Commission and the City Council make up this task force. The task force will deal with a <br />multitude of challenges for the number of months and years it's going to take to realize the <br />implementaiton of the Mississippi River Bridge,Crossing. <br /> <br />Commissioner Hendrikson stated he'd like to participate in this issue. <br /> <br />Mayor Reimann asked that the memorandum be taken back to the Commission meetings <br />and they could appoint/or have two members volunteer and the City Council would take it <br />from there. <br /> <br />Chairman Wagner communicated that there had been numerous discussions regarding the <br />interpretation of ordinances and whether or not conditional use permits should be barred. <br /> <br />Commissioner Gorecki communicated that there had been discussion regarding the CUP <br />and that everyone agreed there is a need for one, however, the problem is in the <br />communication between City Council and City Staff as to how it should be interpreted. He <br />said in Brooklyn Park you can't operate a business without a CUP, however, this takes <br />more staff time with monitoring and public hearings. He,d like to see less City regulation <br />and broader zoning. A board should decide if a CUP is needed. He feels the real question <br />is how much staff time the City wants to allot to CUP's and how broad they should be. <br />The question of what role CUP's play in zoning should be addressed. <br /> <br />Councilmember Peterson mentioned that a person generally states what type of business <br />they are interested in starting up. If the list of businesses is too specific, there is a danger <br />of losing the prospective business, however, if the specifications are too generic, problems <br />may arise also. <br /> <br />Commissioner Bawden suggested being more specific in the uses requiring CUP instead of <br />the area use permitted. <br /> <br />Commissioner Fults remarked the rules should be f'n'm. If the business goes by the letter <br />of the law, so to speak, they won't be turned away. <br /> <br />Mayor Reimann commented that everything shouldn't have to go before City Council - if <br />the business plays by the rules - they win. <br /> <br />Mr. Hartley pointed out that zoning is not a science, it's more of an art. coming up with <br />different methods of planning. Specific advice will be forthcoming from David Licht <br />regardin'g the zoning.
