Fighter gets the definite benefit no matter what amount is in the fund. If there is non-sufficient <br />funds, the City has to put money in. If the investment does well, the Fire Fighter doesn't get <br />more, the amount remains the same. <br /> <br />Mr. Hoxter explained that the Committee decided on 10 years as opposed to five years to become <br />eligible for this benefit as it takes a lot of time to train in good fire fighters and they would like to <br />have this benefit to assist in keeping them "on board". The 10 year figure also seems to be what <br />most other associations are using and 20 years is the normal figure for number of years in service <br />to get 100%. The figure of age 50 is the youngest age you can receive retirement benefits. <br /> <br />Attorney Goodrich mentioned permanent disability benefits. <br /> <br />Mr. Hoxter stated the Department wanted a permanent disability benefit written but they felt it <br />would be difficult to get approval on that right now so it was left out basically to get the "ball <br />rolling" right away. He informed the Board that there is an option to amend the by-laws at a later <br />date. <br /> <br />Boardmember Cich stated that short-term disability benefits are being researched right now and that <br />the Fire Fighters should be covered under the policy. <br /> <br />City Administrator Hartley stated that the Fire Fighters are covered under liability and Workman's <br />Compensation and long-term disability to the degree of Workman's Compensation. <br /> <br />Chairman Pearson asked if the Relief Association was above any other compensation in case of an <br />injury. <br /> <br />Mr. Hoxter stated the only other one is Workman% Compensation. <br /> <br />Mr. Hartley reiterated Mr. Cich's statement about working on a short-term disability plan and <br />added that it will be presented when more details are made available. He also stated that the Relief <br />Association stands alone - it is not tied in with anything else. <br /> <br />Mr. Hoxter stated that the Committee went over Mr. Cich's questions given to them prior to this <br />meeting to aid in making the recommendations they did. <br /> <br />Boardmember Cich asked if the department has to have the association to cover death in the line of <br />duty. <br /> <br />Mr. Hartley answered that we have liability. <br /> <br />Mr. Cich requested copies of the By-Laws to have a meeting with the new Councilmembers. <br /> <br />Mr. Hartley explained that the Board had a couple of different options regarding the By-Laws. <br />They could table it until a later date, choose Option A or Choose Option B. <br /> <br />Mr. Goodrich again stated that the timing is not the main concern right now as all that has to be <br />accomplished to become eligible for the funding is to have a certified fire fighting organization. He <br />also explained that when the By-Laws are adopted and the Association is formed, the funds (State <br />Aid) will be transferred within a 30 day period. <br /> <br />Boardmember Cich asked with regard to changing the By-Laws if it would have to be brought <br />before the City Council. <br /> <br />Mr. Hoxter answered that it would have to be. <br /> <br />Mr. Cich commented that the fund is a private pension for a part-time job, privately funded, and <br />that the Fire Fighters are agents of the City, not employees of the City. <br /> <br />Fire Board/December 4, 1990 <br /> Page 3 of 6 <br /> <br /> <br />
