Mr. Hartley disagreed by stating that they are, in fact, employees of the City, not agents of the <br />City. <br /> <br />Boardmember Spence stated there is nothing private about anything, it is all open for public record. <br /> <br />Boardmember Cich explained that he meant the relief association money is not coming from public <br />funds, it is private. <br /> <br />Mr. Hoxter stated that 2% is public money since it comes from the State. <br /> <br />Mr. Cich stated that his point is that it is a private pension fund, not public like PERA. <br /> <br />Mr. Hartley questioned the significance of Mr. Cich's point. <br /> <br />Mr. Cich stated he is not talking about significance. <br /> <br />Fire Chief Griffin stated that whatever decision is made, the State has provisions that state the City <br />does not have to be involved at all. <br /> <br />Mr. Hoxter exclaimed that the Fire Department wanfs the City to approve the By-Laws - they don't <br />want a war - the Department wants to work well with-the City Council and the City. <br /> <br />Boardmember Cich stated that he feels the Fire Depm'tment is getting it's "act together" now so <br />now some guidelines have to be established. <br /> <br />Fire Fighter Dale McKusick asked if the Department would have to go through the same problems <br />with the new City Council. <br /> <br />Mr. Cich answered that that is the reason he requested copies of the By-Laws to be submitted to <br />the new Council was to discuss it. <br /> <br />Boardmember Spence stated that he feels this plan will wOrk. <br /> <br />Boardmember Cich stated he was not insinuating it wouldn't work, he was informing the <br />Department that he felt they have an organization going now. <br /> <br />Boardmember Wilson stated that the Fire Department is corning to the Fire Board for answers and <br />that they are in agreement with wanting the Defined Contribution plan option. <br /> <br />Mr. Hartley asked with regard to Defined Contribution if it is correct that there is no liability above <br />and beyond the 2% money to which Mr. Goodrich answered correct. <br /> <br />Mr. Hartley also asked if the City wants to put additional money into the fund, do they have to <br />continue to do so to which Mr. Goodrich answered no, it is strictly voluntary. <br /> <br />Mr. Hartley asked if he was correct in understanding that the feeling of the Fire Fighters is that the <br />Defined Contribution plan is acceptable as a pension for the Department to which Mr. Goodrich <br />answered affirmative. <br /> <br />Motion by David Hartley and seconded by Boardmember Bawden that the Fire Board submit a <br />recommendation tO the City Council to grant approval to the Volunteer Fire Fighters Relief <br />Association By-Laws as submitted in Option A, Defined Contribution. <br /> <br />Further discussion: Attorney Goodrich asked if it would be put on the next City Council agenda or <br />would it be on a later agenda when the new Councilmembers are on board. Fire Chief Griffin <br />asked what the Fire Board's opinion on this is. Chairman Pearson stated he would like to study <br />the plan closer, but he doesn't foresee any problems. Boardmember Cich stated he would also like <br />to look at it closer and get more questions answered.
