Attorney Goodrich stated he will write the case. <br /> <br />Motion carried. Voting Yes: Chairman Pearson, Boardmembers Bawden, Cich, LaTour, Spence <br />and Wilson. Voting No: None. <br /> <br />Case #2: Appointment to the Fire Board <br /> <br />Chairman Pearson stated that the Fire Board is to be composed of the City Administrator, two <br />members of the City Council appointed annually at the first regular meeting of the City Council in <br />January, three Fire Fighters nominated and appointed by all Fire Fighters annually no later that <br />January 15, one person appointed by the City Council, and the Fire Chief (ex officio). He stated <br />that a case will be presented at the first regular meeting of the City Council to appoint two members <br />of the Council to the Board. Also during that meeting the Council will appoint one person from the <br />community to the Board. Fire Fighters need to nominate three Fire Fighters during one of their <br />meetings between now and January 15, 1991. <br /> <br />Boardmember Spence asked about application's from persons from the community. <br /> <br />Mr. Hartley answered that two applications had be~n received and that City Council had appointed <br />one. He explained that the standard practice is to advertise. <br /> <br />Boardmember Wilson asked about a new definition of the Fire Board. <br /> <br />Mr. Hartley explained that his idea of a Fire Board is to provide a support structure for the Fire <br />Chief. His point being that the Board needs to assist in policy areas - one area that is really bogged <br />down is with regard to budget issues. Because of that, the requests need to be submitted in a <br />timely fashion but it's not the best idea for the Fire Board to be involved in the budget part of it. <br />He feels the Board should be more involved in procedures, public issues, and assist in <br />recommendations to the City Council. He feels the budget and purchasing decisions should be <br />taken out of the Fire Board's perview and the Fire Board should concentrate on being a support <br />group for the Fire Chief. <br /> <br />Boardmember Bawden added that he agreed with Mr. Hartley's statements and stated that he feels <br />it is up to the Fire Chief as to what he wants to bring before the Fire Board. He added that the <br />Board should review how the Fire Department is doing and assist in ideas of change and <br />betterment. If the Fire Chief wants to discuss purchases with the Board, it's okay, but it shouldn't <br />be mandatory. <br /> <br />Chairman Pearson stated there were some rough spots in the beginning, however, it is starting to <br />level off now. <br /> <br />Boardmember Spence stated that the Department does have a Truck Committee that discusses the <br />purchases before it's brought to the Fire Board. <br /> <br />Boardmember Bawden stated that the Fire Board could be used to get other opinions and different <br />view points. <br /> <br />Boardmember Spence argued that the Truck Committee knows better what the Department needs <br />than anyone else. <br /> <br />Boardmember Bawden offered that the Department would be more prepared to submit issues to the <br />City Council if they were reviewed by others. <br /> <br />Boardmember Wilson stated that as far as purchases, policy and procedure should be brought up to <br />the Fire Board and that the Fire Board should be used as a "sounding board", however, the <br />decision to purchase should be up to the Department Heads and the City Council. <br /> Fire Board/December 4, 1990 <br /> Page 5 of 6 <br /> <br /> <br />
