NOTE PLANNING AND ZONING COMMISSION MEETING MINUTES <br /> <br />1) <br /> <br />Planning and Zoning Commission regular meeting minutes dated January 2, <br />1990. <br /> <br />2) <br /> <br />Planning and Zoning Commission special meeting minutes dated January 23, <br />1990. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1 Review the Park and Recreation Budget. <br /> <br />Commissioner Roselle asked about the money in the budget and commented that there was <br />more money taken in for park dedication than what was shown on the budget. <br /> <br />Merland Otto explained to the Commission that park dedication money goes into a trust <br />fund and that we do not show that money as being received until the plat has gone through <br />the final plat stage. <br /> <br />Chairman Hetland reminded the Commission that any fund balance remaining in the <br />General Fund at the end of the year reverts back to the City General Fund and trust funds <br />remain as designated. <br /> <br />Merland Otto also pointed out that the Commission has to decide what to do with the 2 <br />$500.00 donations made to the youth of Ramsey. One suggestion was to purchase score <br />boards for Central Park and the other was to put it into a cost sharing fund for a fishing <br />pier at River's Bend Park. <br /> <br />Motion by Chairman Hetland and seconded by Commissioner Rustad to recommend to the <br />City Council that the two $500.00 donations be put in a cost sharing fund for a fishing <br />pier at River's Bend Park. <br /> <br />Further Discussion: Commissioner Roselle suggested that use of the funds for <br />scoreboards would better meet the intent of the donators. Mr. Otto replied that each of <br />the Companies making the donations were given the option to specify a preferred project <br />and both left the designated use to the Cities discretion. <br /> <br />Motion carried. Voting Yes: Chairman Hetland, Commissioners Rustad, Lokker, Johnson, <br />Prall and Roselle. Voting No: None. Absent: Commissioner Shumway. <br /> <br />Case #2 Review the Snowmobile Ordinance <br /> <br />Merland Otto reviewed the snowmobile ordinance with the Commission. <br /> <br />Chairman Hetland stated that he does not see what the Park and Recreation Commission <br />can do for Mr. Sullivan. He feels that the City of Ramsey is a rural city and that these <br />problems are to be expected. He also said that he does not feel that the City should <br />prohibit all snowmobile and ATV activity because there is not sufficient cause to do so. <br /> <br />Merland Otto suggested having the City Staff look into having ATV activity added to the <br />snowmobile ordinance or having an ordinance drafted that would pertain to ATV activity. <br /> <br />PARK AND RECREATION COMMISSION / FEBRUARY 7, 1990 <br /> PAGE 2 OF 3 <br /> <br /> <br />
