COMMISSION BUSINESS

Case #1

Resignation of Roy Shumway from the Park and Recreation
Commission.

Motion by Chairman Hetland and seconded by Commissioner Lokker to accept the
resignation of Roy Shumway from the Park and Recreation Commission.

Motion carried. Voting Yes: Chairman Hetland, Commissioners Rustad, Lokker, Prall,
and Roselle. Voting No: None. Absent: Commissioner Johnson.

Case #3

Request for sketch plan review of Wood Pond Hills P.U.D.;
case of B.H.L Development.

Merland Otto reported that park dedication for Wood Pond Hills P.U.D. would be 15 acres
or 21% of the land. He also stated that the sketch plan shows a trail corridor along the
westerly side of the P.U.D. running generally North and South that consists of about 1.78
acres.

Merland Otto recommended that the Park and Recreation Commission accept the 1.78
acres of land for the trail corridor and the remaining park dedication be satisfied in
cash.

Mr. Dickman Knutson, 3030 Harbor Lane, Plymouth, proposed that the City accept the
land adjacent to the proposed trail, giving the developer up to 50% land dedication and
the remaining park dedication to be satisfied in cash.

Mr. Otto suggested accepting Mr. Knutson's proposal but to reserve the right to review it
before final plat approval.

Commission Roselle asked that the Commission have the property inspected to be sure
that trails would be possible to develop and to assess the condition of the trees.

Motion by Chairman Hetland and seconded by Commissioner Roselle to accept Mr.
Knutson's proposal that park dedication for Wood Pond Hills be satisfied with up to 50%
land dedication and the balance in cash contingent determination by City Staff that the
property to be dedicated is considered an amenity that includes healthy trees.

Motion carried. Voting Yes: Chairman Hetland, Commissioners Rustad, Lokker, Prall,
and Roselle. Voting No: None. Absent: Commissioner Johnson.

Merland Otto recommended that the Commission reserve the right to review Mr.
Knutson's proposal before it goes through final plat.

The consensus of the Commission was in agreement with Mr. Otto's suggestion.

Case #2

Request for sketch plan ap.Droval of Autumn Heights 2nd.
Addition; case of Anoka County.

Merland Otto explained that there is a small parcel of land along Armstrong and Rabbit
the County has obtained through tax forfeit. They would like to split the land so they can
put a communications receiving tower on it. The amount of land is less than 1/2 acres.

PARK AND RECREATION COMMISSION / MARCH 15, 1990
PAGE 2 OF 4
