Merland Otto told the Commission that he met with the residents of The North Forty <br />Addition and reviewed with them the option providing a bike and pedestrian trail in the <br />road right-of-way and a horse trail in the drainage easement. The residents informed <br />him that they did not like that solution. <br /> <br />The consensus of the Commission was to recommend that the Council take no action at this <br />time. <br /> <br />Case #3 1991 Capital Improvement Proqram Budqet & Update. <br /> <br />Merland Otto reviewed the proposed budget with the Commission and reminded them that <br />the City has an obligation to Federal Hoffman to spend approximately $43,000.00 per <br />year on improvements at Central Park over the next two years. He also reminded them <br />that for the last few years the capital improvements budget has been roughly <br />$100,000.00. <br /> <br />Bev Swanson, President of RYAA, told the Commission that she received a letter from <br />Anoka County concerning the concession stand at Central Park. The letter states that the <br />concession stand has to upgraded by 1991 in order to receive a license, and that it has to <br />be fully up to code by 1993. Mrs. Swanson suggested that it may be simpler to enclose <br />an area in the Park Center Building to take the place of the concession stand. <br /> <br />Chairman Hetland suggested that the Commission receive some estimates on the cost of <br />bringing the concession stand up to code and the cost of enclosing one in the Park Center <br />Building or the warming house. <br /> <br />Bev Swanson told the Commission that there are not enough ballfields in the City of <br />Ramsey to accommodate the number of ballteams that are using them this year. She <br />stated that RYAA would like to see two more fields established at Central Park. <br /> <br />Merland Otto told the Commission that new ballfields will take two years to mature <br />enough to be playable. <br /> <br />Bev Swanson suggested getting some parents together to attend one of the Council <br />meetings and let the Councilmembers know what is needed. In the mean time, she feels <br />that it would be a good idea to install lights on the existing fields to give an additional <br />three hours of playing time this year. Mrs. Swanson also told the Commission that they <br />are having some problems with the existing lights at Central Park. RYAA has already had <br />to cancel four games because the lights did not turn on. <br /> <br />Mark Boos explained that at least two of those four times the lights had been struck by <br />lightning and blew out all of the breakers. He also told them that he had the installer <br />come out and inspect the lights and that he did not find anything wrong with them. <br /> <br />Chairman Hetland suggested that the City install a security light in Central Park by the <br />bleachers. <br /> <br />The consensus of the Commission was to recommend to the City Council a 1991 Parks <br />Capital Improvements Program and to submit a budget in the amount of $576,800.00 <br /> <br />Case #5 Namino of municipal park in Sortebero's 6th Addition <br /> <br />The consensus of the Commission was to table this issue. <br /> <br /> PARK AND RECREATION COMMISSION / JUNE 13, 1990 <br /> PAGE 3 OF 4 <br /> <br /> <br />
