B.B. Chapman <br /> <br />Bill Chapman, 365 East Kellogg Boulevard, St. Paul, presented a preliminary sketch <br />plan for the land between Highway #10 and the Mississippi River belonging to Mr. <br />Schwartzman. The parcel is approximately 100 acres and is bound on three sides by the <br />highway, Anoka County Park and the Mississippi River. This land will not be divided as a <br />PUD. <br /> <br />Mr. Chapman explained that there is the opportunity of developing the area into single <br />and multi family dwellings along with commercial property. At present time only the <br />residential areas would be developed with the eastern portion to be multi family <br />dwellings. He also stated that their plan is to leave a section to the south open at the <br />present time. <br /> <br />Mr. Chapman reviewed the proposed location of the park and trail system and will be <br />dedicating about 5.4 acres to satisfy park dedication. He suggested that the trail follow <br />Feldspar Street NW and cut across the southern boundary of the residential section. <br /> <br />Commissioner Lokker asked, with regard to the Kelly property, how an alignment would <br />be made if the trail stops on the border. <br /> <br />Merland Otto told the Commission that if at some time in the future the Kelly property is <br />divided, the City would obtain the trail alignment through park dedication. However, <br />Anoka County is interested in adding this property to their County Park.
