Commissioner Lokker noted that if the City accepts this development, then the Kelly <br />property will be land locked. <br /> <br />Mr. Chapman stated that at the time of final plat approval they could add an easement <br />between two of the lots to be used as a road if necessary. <br /> <br />Motion by Chairman Hetland and seconded by Commissioner Prall to accept land to satisfy <br />park dedication as shown in the sketch plan review with the exception that additional <br />land will be needed to completely satisfy park dedication. Mr. Merland Otto and Mr. Bill <br />Chapman are to meet and resolve the acreage difference. <br /> <br />Motion carried. Voting Yes: Chairman Hetland, Commissioners Johnson, Lokker, Prall <br />and Swokowski. Voting No: None. Absent: Commissioners Rustad and Roselle. <br /> <br />Case #2 Northfork Park and Treil Addition: NorthfQrk PUD <br /> <br />Merland Otto reviewed the Northfork Park Addition and Trail Addition. He explained that <br />Lot 1 Block 1 is included in the Park Addition because the rear footage along the Iow <br />wetland is being decreased while the rear footage for outlot A is being increased. He also <br />explained that outlots A and C will belong to the Homowners Association and that the trail <br />alignment will be as far to the east as possible then cutting back to the west along the <br />northern edge. He informed the Commission that no park dedication will be required for <br />either the Park or Trail Addition. <br /> <br />Merland Otto also told the Commission that the homeowners would need a vehicle access <br />across the trail at some point. When the crossing is determined that section of the trail <br />will be dedicated as an outlot while the rest will be dedicated as park land. <br /> <br />Merland Otto recommended that the Commission approve the two additions as they stand. <br /> <br />The consensus of the Commission was in agreement. <br /> <br />Case ~3 Bond Issue for Parks <br /> <br />Merland Otto stated that the City Council suggested checking into a bond issue for parks. <br />Mayor Gary Reimann and Councilmember Al Pearson will be on the Bond Issue Committee <br />along with two members from the Park and Recreation Commission, two members from <br />the Planning and Zoning Commission, and two members from RYAA. The City Council <br />would like to resolve this issue by September 11, 1990 so it may be placed on the <br />ballet. <br /> <br />Commissioner Lokker suggested a door to door campaign to see if there is enough interest <br />in the community for a bond issue. <br /> <br />Merland Otto explained that the last time the City tried for a parks bond issue there was <br />too much emphasis on the development of one specific area, therefore, this time the City <br />will try to distribute the development more evenly. <br /> <br />Chairman Hetland and Commissioner Prall volunteered to be members of the Bond <br />Committee. <br /> <br />PARK AND RECREATION COMMISSION / AUGUST 8, 1990 <br /> PAGE 3 OF 4 <br /> <br /> <br />
