APPROVAL OF PARK AND RECREATION COMMISSION MEETING MINUTES

Motion by Commissioner Prall and seconded by Commissioner Johnson to approve the
Park and Recreation meeting minutes dated August 8, 1990.

Motion carried. Voting Yes: Vice-Chairperson Roselle, Commissioners Prall, Johnson
and Rustad. Voting No: None. Absent: Chairman Hetland, Commissioners Lokker and
Swokowski.

NOTE CITY COUNCIL MEETING MINUTES

The Park and Recreation Commission members noted the following City Council meeting
minutes:

1 ) City Council public hearing minutes dated July 24, 1990.
2 ) City Council public hearing and Special meeting minutes dated July 31, 1990.

NOTE PI~ANNING AND ZONING COMMISSION MEETING MINUTES

The Park and Recreation Commission members noted the following Planning and Zoning
Commission meeting minutes:

1 ) Planning and Zoning public hearing and regular meeting minutes dated August 7,
1990.

COMMISSION BUSINESS

Case #1: Con(;:~ion stand at Central P{~rk.

Merland Otto explained that presently the concession stand is being run out of the picnic
stand donated by the Lions. He also explained that Anoka County will no longer license the
stand until some major improvements have been made. The Commission has to decide on
an amount they would be willing to spend on upgrading the stand. One alternative would be
to purchase a mobile stand that could also be used at other parks.

Bev Swanson, President of RYAA, explained that in the past the concession was staffed by
volunteers, however, last year the stand was not opened due to the fact that they had no
volunteers.

Vice-Chairperson Roselle asked if the RYAA sports program was effected by not having a
concession stand.

Ms. Swanson told the Commission that it did not really effect RYAA programs but she
suggested that some kind of stand would be needed if there were to be tournaments held in
Ramsey.

Commissioner Prall suggested that if the City is going to have a concession stand that it
should be a mobile one.

Vice-Chairperson Roselle asked that Commission to remember that if they do purchase a
stand they have to find someone to run it.

PARK AND RECREATION COMMISSION / SEPTEMBER 12, 1990
PAGE 2 OF 4
