The consensus of the Park and Recreation Commission was not to spend any money on a
concession stand at this time.

Case #2 City improvement pro!ect #90-14 extension of trunk
sewer/ trailways.

Merland Otto explained that the new trunk sewer extension will extend from Flintwood
Hill to 147th Lane N.W. and will be going through two city parks. Mr. Otto suggested a
trail easement along the same route.

Vice-Chairperson Roselle expressed her concern regarding the trees along the proposed
route and suggested the possibility of replanting as many as possible.

Mark Boos, Parks and Utility Coordinator, stated that to his knowledge the residents in
Flintwood Hill would rather have a wide open park as opposed to a wooded one. He
suggested the money saved by not having to purchase the trail and having it run along the
trunk extension be used for restoration of the trees along the trail.

Merland Otto suggested that part of the restoration may include an alternative of grading
or play equipment or other items which would be decided by the neighborhood in lieu of
tree planting.

Motion by Vice-Chairperson Roselle and seconded by Commissioner Johnson to support
the proposal which provides a trail easement along the trunk sewer extension and to also
recommend to City Council restoration along the easement; restoration to include tree
planting and replanting, grading and other reasonable measures.

Motion carried. Voting Yes: Vice-Chairperson Roselle, Commissioners Prall, Johnson
and Rustad. Voting No: None. Absent: Chairman Hetland, Commissioners Lokker and
Swokowski.

Case #3 Park use fees.

Mark Boos explained that at the present time the City charges a $5.00 building use fee, a
$15.00 key deposit for the Park Center Building, and a $200.00 damage deposit for the
ballfields.

Merland Otto suggested that if the Commission feels these fees are too Iow to make a
recommendation to the City Council.

Commissioner Prall suggested that for a tournament the City should charge them the
$200.00 damage deposit on the ballfields plus an additional $100.00 for a park use fee.

Motion by Vice-Chairperson Roselle and seconded by Commissioner Prall to have staff
draft a policy of park use fees and a policy for tournament fees.

Motion carried. Voting Yes: Vice-Chairperson Roselle, Commissioners Prall, Johnson
and Rustad. Voting No: None. Absent: Chairman Hetland, Commissioners Lokker and
Swokowski.

PARK AND RECREATION COMMISSION / SEPTEMBER 12, 1990
PAGE 3 OF 4
