Chairman Zimmerman called the regular meeting back to order at 9:23 p.m. <br /> <br />Case #3: Review Sketch Plan For Chestnut Hills Addition: <br /> <br />Mr. Derick Passe of Ulteig Engineering was present representing Mr. John Peterson of Good <br />Value Homes and requesting sketch plan review of the proposed plat of Chestnut Hills <br />Addition. The proposed plat consists of 102 lots located northwest of Ramsey Terrace and <br />proposed to be served by city sewer and water. <br /> <br />The Commission reviewed City Engineer Raatikka's report dated December 29, 1988. In the <br />discussion, it was determined that the City Engineer should consider aligning the MSA <br />connection between Cry. Rd. #5 and Sunfish Lake Blvd. south of 148th to avoid an existing <br />developed area and bring the route closer to 3 major subdivisions planned in the area (Cedar <br />Hills, Chestnut Hills and Windemere Woods). <br /> <br />Commissioner Shumway noted that the plan has yet to be reviewed by the Park Commission, <br />but in his opinion the trail system proposed will not be adequate. <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner Terry approving the <br />concept of Chestnut Hills and that the developer may proceed to preliminary plat stage <br />provided major subdivision streets meet the 66 foot width requirement and lots meet <br />minimum size and area requirements. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue, <br />Howell, Shumway and Terry. Voting No: None. Absent: Commissioner Holm. <br /> <br />Commissioner Howell requested city staff to prepare one layout for the Commission that <br />would indicate all three of the proposed subdivisions in this general area; Cedar Hills, <br />Chestnut Hills and Windemere Woods. <br /> <br />Motion by Commissioner Howell and seconded by Commissioner Shumway to recommend that <br />City Council order a joint EAW for Cedar Hills Addition, Windemere Woods Addition and <br />Chestnut Hills Addition. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue, <br />Howell, Shumway and Terry. Voting No: None. Absent: Commissioner Holm. <br /> <br />Case #4: Request For A Conditional Use Permit To Maintain A Horse Hobby <br /> Farm; Case Of Rhonda Williams And Philip Swiggum: <br /> <br />Commissioner Shumway recalled that as a result of December's discussion of this case, he <br />was to coordinate an inspection of the subject property by the Minnesota Horse Council; that <br />has not yet been accomplished. <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner Howell to table action on <br />Rhonda Williams and Philip Swiggum's request for a conditional use permit. <br /> <br />Planning & Zoning Commission January 3, 1989 <br /> Page 5 of 8 <br /> <br /> <br />
