Motion by Commissioner Shumway and seconded by Commissioner Terry to table <br />discussion of street light requirements until the regular Commission meeting in March. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Shumway, Terry, <br />Holm, Hendriksen and LaDue. Voting No: None. Absent: Commissioner Howell. <br /> <br />Case #5: <br /> <br />Request For A Conditional Use Permit To Maintain A Horse <br />Hobby Farm; Case Of Rhonda Williams and Philip Swiggum: <br /> <br />Commissioner Shumway recalled that this case was tabled in January pending the receipt of <br />a report from the Minnesota Horse Council. Apparently, the Minnesota Horse Council is <br />involved in the licensing of commercial stabling businesses and will not become involved <br />in private disputes regarding the housing of horses. <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner Terry directing that <br />Case #6 address the possibility of resurrecting the proposed amendment to the Keeping of <br />Horses ordinance that was recommended for adoption by P&Z and denied by City Council <br />in 1988. 1988. In the interim, Ms. Rhonda Williams' request for a conditional use permit <br />is tabled. <br /> <br />Motion carded. Absent: Commissioner Howell. <br /> <br />Ms. Rhonda Williams was present and stated that the Community Development <br />Technician's map of his analysis of her petition is in error and she submitted a corrected <br />version. Ms. Williams also noted that the analysis indicates that her petition was biased <br />and she disagrees with that statement as some of her direct neighbors are not opposed to <br />her request and are not horse owners. Ms. Williams also submitted various other items of <br />information. <br /> <br />Commissioner Shumway directed that the additional information submitted by Ms. <br />Williams be included in the March agenda packet. <br /> <br />Case #6: Review Of Draft Horse Ordinance: <br /> <br />Commissioner Shumway suggested that he meet with City Council to do an in-depth <br />review of the proposed amendment to the Keeping of Horses ordinance denied by them in <br />1988. <br /> <br />Commissioner Holm stated that the current ordinance requires 3 acres per horse; the <br />proposed ordinance amendment of 1988 would permit the keeping of horses on 2.5 acre <br />lots; he believes 2.5 acre subdivisions were intended to be strictly residential development <br />and not horse hobby farms; requiring a minimum of 3 acres for at least the first horse is a <br />good policy. <br /> <br />Commissioner Hendriksen noted, and the Commission agreed, that the proposed ordinance <br />provided in the agenda packet is not the version that was proposed for adoption in 1988. <br />Section 110.073, Item #3 should read as follows: 'No person shall leave accumulations of <br />horse manure on any paved portion of a street, sidewalk or alley.' <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner Terry directing <br /> <br />Planning & Zoning Commission/February 7, 1989 <br /> Page 6 of 9 <br /> <br /> <br />
