Commissioner Shumway to meet with City Council to review and negotiate the proposed <br />amendment to the Keeping of Horses ordinance that was denied adoption in 1988. <br /> <br />Motion carded. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, Terry, <br />Hendriksen and LaDue. Voting No: Commissioner Holm. Absent: Commissioner <br />Howell. <br /> <br />Commissioner Holm stated that he does not feel the proposed ordinance amendment is the <br />best product the Commission can provide. <br /> <br />Case 87: Review Sketch Plan For Northfork 3rd Addition: <br /> <br />Mr. Dennis Peck was present requesting sketch plan review of Northfork 3rd Addition. <br /> <br />Mr. Banwart stated that City Staff is recommending approval of the sketch plan; requiring <br />that the City receive fee title to the multi-purpose trail corridor prior to recording Northfork <br />3rd Addition; and requiring a comprehensive Park Dedication Agreement for the entire <br />Northfork PUD being developed and adopted. <br /> <br />Commissioner Shumway noted that the trail corridor alignment in the 3rd Addition sketch <br />plan does not reflect what was recommended by P&Z and Parks since day one of <br />Northfork park dedication discussions. <br /> <br />Mr. Peck noted that what is indicated in the 3rd Addition sketch plan is indicative of what <br />was agreed to in a development agreement approved by City Council in February of 1987. <br /> <br />Commissioner Hendriksen stated that the development agreement should have been <br />submitted to Parks and P&Z for review prior to City Council approval. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Holm to <br />recommend requiting a comprehensive Park Dedication Agreement for the entire Northfork <br />P.U.D. being developed and adopted prior to proceeding with Northfork 3rd Addition. <br />Further, that the agreement developed be approved by Parks and Recreation, Planning and <br />Zoning and City Council. <br /> <br />Motion carded. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue, <br />Holm, Shumway and Terry. Voting No: None. Absent: Commissioner Howell. <br /> <br />Mr. Peck noted that substantial representations have been made to homeowners in <br />Northfork based on the development agreement of 1987; treating the park dedication issue <br />in an expeditious manner with North Fork, Inc.'s attorney would be greatly appreciated. <br /> <br />Commissioner Hendriksen suggested that a joint meeting between P&Z, City Council and <br />Park and Recreation be held to review park dedication for Northfork PUD. (Refer to Case <br />#11 for further action.) <br /> <br />Case #8: Review Sketch Plan For Holasek Addition: <br /> <br />Mr. Banwart stated that Steve Holasek is requesting sketch plan approval of a minor <br />subdivision consisting of one block with 2 lots for property east of Nowthen Blvd., south <br />of 153rd Avenue, abutting Ramsey Municipal Center property.
