proposed location for the access between Lots 5 and 6 will not be able to see southbound
traffic on Nowthen Blvd.; it is a dangerous situation.

Chairman Zimmerman stated that the Planning and Zoning Commission is reviewing access
onto Nowthen Blvd. based on the recommendations of the County Engineer.

Deanna Heaton - Noted that City Code does set minimum size standards for homes but it
has resulted in a minimum size home in the area sitting vacant; inquired if it is possible to
set a minimum dollar value for homes built in Oak Run to avoid another minimum size
vacant home.

Mr. Banwart replied that it is the developer's choice as to whether or not there is restrictive
covenants on a plat.

Commissioner LaDue stated that as long as minimum codes are met, the City cannot
impose minimum dollar values on homes built.

Mr. Banwart noted that any prudent developer will realize that building minimum homes is
not the way to go. The market will dictate the price range and style of homes built.

Chairman Zimmerman noted that placing a minimum dollar value on homes excludes
certain people from the opportunity to purchase a home; the City and Metro Council feel
that this is not a proper way to do business.

Mr. Gerald Bauer - Stated that he will not sell the lots to minimum builders as it places a
negative impact on the remaining lots to be sold. Restrictive covenants can affect the
saleability of the lots.

William Rybak - Stated that he is concerned with speeding traffic using Coquina as a
shortcut to 167th Avenue; inquired if it is possible to erect 'no thru traffic' or 'for
residential use only' signs on Coquina.

Commissioner Terry stated that speaking from his experience living on 149th Avenue off
of Ramsey Blvd., he knows that having the police patrol the area occassionally with radar
is an effective method of controlling speeders.

Mr. Banwart stated that as Oak Run develops with homes and driveways onto Coquina,
common sense drivers will slow down.

Frank Villeneuve - Inquired if it is possible to construct Coquina with a cul-de-sac at each
end so it is no longer a through street inviting speeders.

Chairman Zimmerman replied that the City is not in favor of dead end streets; City
ordinance also limits dead end streets to 600 feet in length.

Planning and Zoning Public Hearing/March 7, 1989
Page 3 of 4
