waived by Council, the developer must deposit a sufficient amount of money with the City <br />to cover the cost of street paving in the future. City Staff is recommending that the paving <br />of Coquina Street be included in the development agreement for Oak Run. If Council does <br />require the paving, the cost per unit would be based on the number of benefitting properties <br />and current residents along Coquina would be assessed for their fair share of the benefit. <br /> <br />Frank Villeneuve - Inquired as to access for Lots 5 and 6. <br /> <br />Mr. Caine replied that Lots 5 and 6 would have a common access onto Nowthen Blvd. <br /> <br />Deanna Heaton - 16531 Coquina Street - Inquired as to what the procedure would be to get <br />Coquina paved if Council waives the paving requirement for Oak Run. <br />Mr. Banwart replied that the residents would have to petition the City for street <br />improvements. <br /> <br />Dwight Goor - 6630 165th Lane - Noted that Lot 2, Block 1, Oak Run, is a low tot; he <br />lives adjacent to this lot; if the developer adds fill to the lot, it will impact proper drainage of <br />his lot. <br /> <br />Chairman Zimmerman noted that street grades and drainage plans for plats must be <br />approved by the City Engineer. <br /> <br />Mrs. Gerald Root - 16208 Coquina Street - Inquired as to the price range of homes <br />proposed to be built in Oak Run. <br /> <br />Mr. Gerald Bauer stated that there is no restrictive covenants proposed for Oak Run; the <br />style of home built will be the decision of the buyer of the lot; the City does have minimum <br />house size standards; the homes built will most likely be comparable to or better than the <br />homes existing in the area. <br /> <br />Bob Loscheider - 16531 Dolomite Street - Stated that there are safety problems in the area <br />that need to be addressed; many persons speed when traveling Coquina; can the residents <br />petition City Council for stop signs to slow down traffic? <br /> <br />Chairman Zimmerman stated that signage and speed control is an issue the residents would <br />have to discuss with City Council and the Police Department. <br /> <br />Bob Loscheider - Stated that where Lots 5 and 6 are proposed to access Nowthen Blvd. is <br />a dangerous curve; Planning and Zoning has denied access to Nowthen Blvd. in the past <br />because of the potential danger in this particular area. <br /> <br />Chairman Zimmerman noted that the authority for access onto Nowthen Blvd. comes from <br />Anoka County and in this case they have approved a common access for Lots 5 and 6. <br /> <br />Randy Noon - 6700 165th Lane - Stated that vehicles entering Nowthen Blvd. from the <br /> <br />Planning and Zoning Public Hearing/March 7, 1989 <br /> Page 2 of 4 <br /> <br /> <br />
