Mr. Terry Miller of Waste Management referred to a question raised at the public hearing
regarding emissions into the air from the shredding process that he could not answer at the
time. Mr. Miller stated he has been in contact with the manufacturer and because the
shredder operates at a slower than normal rpm, the dust emitting from the shredder is very
minimal.
Motion by Commissioner Terry and seconded by Commissioner LaDue to approve the
Planning and Zoning Commission public hearing minutes dated March 7, 1989 regarding
Waste Management of Minnesota, Inc.'s request for a conditional use permit to operate a
waste tire processing/manufacturing facility on industrially zoned property.

Motion carded. Voting Yes: Chairman Zimmerman, Commissioners Terry, LaDue and
Hendriksen. Voting No: None. Abstain: Commissioner Shumway. Absent:
Commissioners Howell and Holm.

The Commission proceeded to review the proposed findings of fact.

Motion by Chairman Zimmerman and seconded by Commissioner Hendriksen to amend
Item #40 to read as follows: 'That historical records indicate that landfill induced traffic
within the City is adequately served by Highway 10 and Sunfish Lake Blvd.'

Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Terry, LaDue,
Shumway and Hendriksen. Voting No: None. Absent: Commissioners Howell and
Holm.

Consensus was to amend Item #33 to indicate 1200 passenger tires.

Motion by Chairman Zimmerman and seconded by Commissioner Terry to amend Item #27
to read as follows: 'That a minimal amount of dust will be created as a result of the
shredding operation.'

Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Terry, LaDue,
Shumway and Hendriksen. Voting No: None. Absent: Commissioners Howell and
Holm.

Commissioner Hendriksen inquired as to the status of Senator Dahl's proposed legislation
to designate waste tire storage sites.

Mr. Miller replied that Senator Dahl will be proposing legislation on March 14 for 12 tire
storage sites in the 7 county metro area.

Commissioner Hendriksen noted that Items #42 and #44 send a message that Ramsey is
receptive to hosting a storage site for waste tires.

Mr. Goodrich noted that it is the Commission's responsibility to review WMMI's request
on it's own merits, not on assumptions.

Motion by Commissioner Shumway and and seconded by Commissioner Terry to
recommend that City Council adopt the findings of fact, as amended, relating to Waste
Management of Minnesota, Inc.'s request for a conditional use permit to operate a tire
processing/manufacturing facility.

Planning & Zoning Commission/March 13, 1989
Page 3 of 8
