located at 7029 Highway #10 N.W. <br /> <br />Commissioner Terry noted that the site plan includes access to Hwy. #10. Commissioner Terry <br />recalled that at the time Larry's Autos received site plan approval, Mr. Rudesill agreed to park his <br />vehicles 25 feet from the front property line to allow for vehicular access to adjacent businesses <br />and not create a need for an additional access from Kovar Addition onto Hwy. 4/10. <br /> <br />Commissioner Holm noted that the site plan indicates that the building will not meet the 50% other <br />than metal requirement. <br /> <br />Mr. Frey stated that he will comply with the other than metal requirement. <br /> <br />A discussion ensued regarding whether or not commercial buildings are required to have perimeter <br />frost footings rather than poles set on cement pads. <br /> <br />Motion by Commissioner Holm and seconded by Commissioner LaDue to table action on Mr. <br />Frey's request for site plan approval until City Staff can provide a report on when perimeter frost <br />footings are required and a determination from Mn/DOT regarding Mr. Frey's application for a <br />drainage permit and an access permit. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue, Holm <br />and Terry. Voting No: None. Absent: Commissioner Shumway. <br /> <br />Case #10: Request For A Conditional Use Permit To Maintain More Than 3 <br /> Vehicles For A Home Firewood Sales Business; Case of Mr. Arnold <br /> Klar: <br /> <br />Mr. Klar was present requesting a conditional use permit to amend the conditional use permit <br />issued in 1984 for a home firewood sales business by listing all equipment and vehicles used in the <br />operation. <br /> <br />Sue Johnson - 15951 Potassium Street N.W. - Stated that she has been a neighbor to Mr. Klar for <br />10 years and his equipment is always stored and wood piles are always stacked neatly in the back <br />yard. Ms. Johnson stated that she does not feel the business is a hazard to the neighborhood. <br /> <br />Mr. Salonen - 15931 Osium Street N.W. - Stated that he has lived in the neighborhood for 18 <br />years, has observed Mr. Klar's firewood business since it's beginning and he agrees with Ms. <br />Johnson. Stated that Mr. Klar keeps a neat operation, it is not an eye sore nor a hazard to the <br />neighborhood. Stated that Mr. Klar also has the nicest front yard in the whole neighborhood and <br />he supports his request to keep his business equipment and vehicles on the property. <br /> <br />Mr. Klar stated that he has small children and he makes sure the equipment and wood are stored in <br />a safe manner; he is very concerned about being able to continue to operate the business from his <br />home and makes every effort to operate the business neatly and quietly. Mr. Klar noted that he <br />does not store fuel on the property. Mr. Klar also noted that at the time he applied for the <br />conditional use permit in 1984, he did have all the vehicles and support equipment he is currently <br />using on the property, with the exception of the cat crawler, but for some reason the conditional <br />use permit only specified 3 vehicles. <br /> <br />The Commission proceeded to review the proposed findings of fact. <br /> <br />Planning & Zoning Commission/April 4, 1989 <br /> Page 7 of 12 <br /> <br /> <br />
