Absent: Commissioners Holm and Hendriksen. <br /> <br />Case #5: Review Of Comprehensive Park Dedication Agreement Of <br /> Entire Northfork P.U.D.: <br /> <br />Mr. Banwart reported that there have been meetings to review the comprehensive park <br />dedication agreement for the entire Northfork P.U.D. and there is a total consensus that the <br />land dedication portion satisfies park dedication requirements. With regards to the cash <br />requirements, current ordinance requires $500.00 per dwelling unit or 10% of the fair <br />market value, whichever is greater. North Fork is requesting that the park dedication <br />agreement be amended to require a cash park dedication of $250.00 per dwelling unit west <br />of Andrie Street in lieu of open space amenities provided with the development of <br />Northfork. Staff is recommending approval of a cash dedication of $250/dwelling unit <br />west of Andrie Street. The Park and Recreation Commission does not endorse reducing <br />the cash dedication aspect of the park dedication agreement as the amenities in Northfork <br />will not totally address the recreational needs of the projected population of Northfork. <br /> <br />Mr. Dennis Peck was present representing North Fork, Inc. and requesting that the City <br />address what, if any, credit Northfork is eligible for in lieu of providing another golf <br />course in Ramsey. In addition, North Fork, Inc. contributes $250 per lot sold to the <br />homeowners association to be used for internal improvements to unused areas. Mr. Peck <br />noted that there will be a total of 550 acres of open space in Northfork. Mr. Peck also <br />noted that North Fork, Inc. will be challenging Staff's interpretation of fair market value <br />used in determining that a $2,000 cash dedication is due for Northfork 4th Addition, <br />consisting of one lot. <br /> <br />Commissioner Shumway agreed with the f'mdings of the Park and Recreation Commission <br />and recommended retaining the cash park dedication requirements at $500/dwelling unit <br />west of Andrie Street. At the time Northfork 4th Addition was platted, time was of the <br />essence for North Fork, Inc. and they were aware of the cash park dedication requirement <br />that would be placed on that plat. <br /> <br />Mr. Peck noted that the Development Agreement for Northfork 4th Addition left the park <br />dedication issue open for discussion. <br /> <br />Mr. Otto noted that the park dedication ordinance is being reviewed and it will be <br />recommended that the credit section be deleted because it is cumbersome to administer. <br /> <br />Commissioner Terry recalled that at the time Northfork 4th was platted, there was <br />discussion regarding what to base the fair market value on -- the selling price or the raw <br />land value. <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner Terry to recommend <br />that the Comprehensive Park Dedication Agreement for Northfork P.U.D. require <br />$500/dwelling unit to satisfy the cash park dedication requirements for properties west of <br />Andrie Street. <br /> <br />Planning & Zoning Commission/April 18, 1989 <br /> Page 3 of 4 <br /> <br /> <br />
