Chairman Zimmerman referred to the Workshop minutes of March 15 and suggested that <br />thc city follow the recommendation in the letter from Johnson and Johnson. <br />Motion by Chairman Zimmerman and seconded by Commissioner Terry to recommend that <br />City Council hire a full-time on-staff City Engineer. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, Terry <br />and LaDue. Voting No: None. Absent: Commissioners Shumway and Holm. <br /> <br />NOTE PARK AND RECREATION COMMISSION MEETING MINUTES <br /> <br />The Commission noted the following: <br /> <br />1) Park and Recreation Commission regular meeting minutes dated April 13, 1989. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: Request For Sketch Plan Review Of Gordon's Gardens 2nd <br /> Addition; Case Of Mr. Harley A. Gordon: <br /> <br />Mr. Gordon was present requesting sketch plan review of a subdivision consisting of two <br />2.74 acre lots, one 8.98 acre lot and one 11.75 acre lot. Lots 1 and 2 would share an <br />existing driveway onto Cty. Rd. #22; Lot 3 has an existing driveway onto #22; requesting <br />an access onto #22 for Lot 4. The County prefers that Lot 4 be accessed via an extension <br />of 180th Avenue N.W. to eliminate the need for another access onto a county road. If this <br />is not possible, the County will allow another access onto Cty. Rd. #22 for Lot 4. Mr. <br />Gordon stated that he has approached the affected landowners and they are not willing to <br />provide an easement for extension of 180th Avenue to serve Lot 4. Mr. Gordon inquired if <br />the City would be willing to assist in obtaining access to Lot 4 by condemnation. <br /> <br />Motion by Commissioner Hendriksen and seconded by Chairman Zimmerman for the <br />following: <br /> <br />1) <br /> <br />That the sketch plan be forwarded to the Park and Recreation Commission for a <br />recommendation on the park dedication to be required. <br /> <br />2) <br /> <br />The developer should comply with items contained in the City Engineer's report <br />dated April 27, 1989. <br /> <br />3) <br /> <br />Obtain information from the City Attorney regarding the feasibility and cost <br />responsibility for condemnation of property to extend 180th Avenue N.W. to <br />access Gordon Gardens. <br /> <br />4) <br /> <br />Obtain input from City Council regarding whether or not they are willing to <br />undertake condemnation proceedings in this case. <br /> <br />Further Discussion: Commissioner Hendriksen stated that if the City Council is willing to <br />proceed with condemnation, then 180th Avenue should be extended into Gordon Gardens <br />in order to provide access to all of the lots and eliminate the existing accesses onto Cty.
